WASHINGTON — As the United States military prepares to leave Iraq by the end of 2011, the Obama administration is planning a remarkable civilian effort, buttressed by a small army of contractors, to fill the void.

By October 2011, the State Department will assume responsibility for training the Iraqi police, a task that will largely be carried out by contractors. With no American soldiers to defuse sectarian tensions in northern Iraq, it will be up to American diplomats in two new $100 million outposts to head off potential confrontations between the Iraqi Army and Kurdish pesh merga forces.

To protect the civilians in a country that is still home to insurgents with Al Qaeda and Iranian-backed militias, the State Department is planning to more than double its private security guards, up to as many as 7,000, according to administration officials who disclosed new details of the plan. Defending five fortified compounds across the country, the security contractors would operate radars to warn of enemy rocket attacks, search for roadside bombs, fly reconnaissance drones and even staff quick reaction forces to aid civilians in distress, the officials said.

JOINT BASE BALAD, Iraq – It takes the masseuse, Mila from Kyrgyzstan, an hour to commute to work by bus on this sprawling American base. Her massage parlor is one of three on the base’s 6,300 acres and sits next to a Subway sandwich shop in a trailer, surrounded by blast walls, sand and rock.

At the Subway, workers from India and Bangladesh make sandwiches for American soldiers looking for a taste of home. When the sandwich makers’ shifts end, the journey home takes them past a power plant, an ice-making plant, a sewage treatment center, a hospital and dozens of other facilities one would expect to find in a small city.

And in more than six years, that is what Americans have created here: cities in the sand.

With American troops moved out of Iraq’s cities and more than 100 bases across the country continuing to close or to be turned over to Iraq, the 130,000 American troops here will increasingly fall back to these larger bases.

While some are technically called camps or bases, they are commonly referred to as forward operating bases, or F.O.B.’s. The F.O.B. is so ingrained in the language of this war that soldiers who stayed mainly on base were once derisively called Fobbits by those outside the wire. But increasingly, the encampments are the way many Americans experience the war.

To be sure, thousands of Americans are with Iraqis at small bases, where they play an advisory role, and thousands more are on the roads and highways providing the protection needed to carry out the withdrawal.

But the F.O.B. has become an iconic part of the war, both for those fighting it and for the Iraqis, who have been largely kept out of them during the war.

They are in some ways a world apart from Iraq, with working lights, proper sanitation, clean streets and strictly observed rules and codes of conduct. Some bases have populations of more than 20,000, with thousands of contractors and third-country citizens to keep them running.

But the bases are also part of the Iraqi landscape. Mortar shells still occasionally fall inside the wire, and soldiers fall asleep to the constant sounds of helicopters, controlled detonations and gunfire from firing ranges.

“It is definitely a strange place,” said Capt. Brian Neese, an Air Force physician. “I’ve asked the Civil Affairs guy if there is anything that I can do off base, and there just isn’t anything for me to do. What kills is not the difficulty of the job but the monotony.”

At the height of the war, more than 300 bases were scattered across Iraq. Over the next few months, Americans hope to be at six huge bases, with 13 others being used for staging and preparing for a complete withdrawal.

The first people you encounter when driving up to an American base are not actually American. They are usually Ugandans, employed by a private security company, Triple Canopy, and those at Balad had enough authority to delay for five hours an American Air Force captain escorting an American reporter onto the base.

The Ugandans make up only one nationality of a diverse group of workers from developing nations who sustain life on the F.O.B.’s for American soldiers. The largest contingents come from the Philippines, Bangladesh and India. They live apart from both Western contractors and soldiers on base, interacting with them only as much as their jobs demand.

“Everyone stays pretty much separate,” said Mila, the massage therapist, whose last name could not be used out of security concerns. She has been in Iraq a year, but she said other workers had been here as long as six years, some never taking a break to go home. “You miss nature, trees and grass,” she said.

The base has two power plants, and two water treatment plants that purify 1.9 million gallons of water a day for showers and other uses. The water the soldiers drink comes from yet another plant, run by a bottling company, which provides seven million bottles of water a month for those on base.

Fifteen bus routes crisscross the complex, with 80 to 100 buses on the roads at any given moment. The Air Force officers who run the base have meetings to discuss road safety; with large, heavily armored vehicles competing for space with sedans, there are bound to be collisions.

There are two fire stations as well, and because Balad has the single busiest landing strip in the entire Defense Department, they can handle everything from an electrical fire in a trailer to a burning airplane.

The Americans also installed two sewage treatment plants, given how deeply troubled Iraq’s sewage system remains.

The facilities, like much in Iraq, are run by KBR, a company based in Houston. But as Americans prepare to turn bases over to Iraqis, they are working to bring in Iraqi companies to run some facilities, a process that has been slow and complex largely because of safety concerns.

One of the few places Iraqis can be seen, in fact, is the “Iraqi Free Zone,” a fenced-in area enclosed with barbed wire and blast walls. There, Iraqis sell pirated movies, discount cigarettes, electronics and Iraqi tchotchkes.

Each large base in Iraq takes on its own distinct flavor. Most large American bases were once Iraqi bases, but some, like Camp Bucca in southern Iraq near the Kuwaiti border, were created where there was only sand.

An Iraqi interpreter at Bucca who was living in Texas with his family when the war started said that when a contracting firm approached him, he asked where he would be working.

“They told me, ‘You would be going to a place called Bucca,’ ” said the interpreter, whose name the military asked not to be printed for security reasons. “I said, ‘There is no city called Bucca.’ They showed me it on the map and I said, ‘I am from Iraq and there is no city called Bucca.’ ”

It turned out that the interpreter was correct. Bucca, which would house the largest American-run prison in Iraq, was named after Ronald Bucca, a soldier with the 800th Military Police Brigade and a fire marshal in New York who was killed in the Sept. 11 attacks.

Entertainers come to American bases here, the most frequent being N.F.L. cheerleaders. When the Minnesota Vikings cheerleaders visited Bucca this spring, one could only wonder what the thousands of detainees, among them Muslim extremists for whom the flash of an ankle is cause for severe punishment, would have made of the spectacle less than a mile from their cells.

U.S. Weighs Risks of Civilian Harm in Cyberwarfare

It would have been the most far-reaching case of computer sabotage in history. In 2003, the Pentagon and American intelligence agencies made plans for a cyberattack to freeze billions of dollars in the bank accounts of Saddam Hussein and cripple his government’s financial system before the United States invaded Iraq. He would have no money for war supplies. No money to pay troops.

“We knew we could pull it off – we had the tools,” said one senior official who worked at the Pentagon when the highly classified plan was developed.

But the attack never got the green light. Bush administration officials worried that the effects would not be limited to Iraq but instead create worldwide financial havoc, spreading across the Middle East to Europe and perhaps to the United States.

Fears of such collateral damage are at the heart of the debate as the Obama administration and its Pentagon leadership struggle to develop rules and tactics for carrying out attacks in cyberspace.

While the Bush administration seriously studied computer-network attacks, the Obama administration is the first to elevate cybersecurity – both defending American computer networks and attacking those of adversaries – to the level of a White House director, whose appointment is expected in coming weeks.

But senior White House officials remain so concerned about the risks of unintended harm to civilians and damage to civilian infrastructure in an attack on computer networks that they decline any official comment on the topic. And senior Defense Department officials and military officers directly involved in planning for the Pentagon’s new “cybercommand” acknowledge that the risk of collateral damage is one of their chief concerns.

“We are deeply concerned about the second- and third-order effects of certain types of computer network operations, as well as about laws of war that require attacks be proportional to the threat,” said one senior officer.

This officer, who like others spoke on the condition of anonymity because of the classified nature of the work, also acknowledged that these concerns had restrained the military from carrying out a number of proposed missions. “In some ways, we are self-deterred today because we really haven’t answered that yet in the world of cyber,” the officer said.

In interviews over recent weeks, a number of current and retired White House officials, Pentagon civilians and military officers disclosed details of classified missions – some only considered and some put into action – that illustrate why this issue is so difficult.

Although the digital attack on Iraq’s financial system was not carried out, the American military and its partners in the intelligence agencies did receive approval to cripple Iraq’s military and government communications systems in the early hours of the war in 2003. And that attack did produce collateral damage.

Besides blowing up cellphone towers and communications grids, the offensive included electronic jamming and digital attacks against Iraq’s telephone networks. American officials also contacted international communications companies that provided satellite phone and cellphone coverage to Iraq to alert them to possible jamming and to ask their assistance in turning off certain channels.

Officials now acknowledge that the communications offensive temporarily disrupted telephone service in countries around Iraq that shared its cellphone and satellite telephone systems. That limited damage was deemed acceptable by the Bush administration.

Another such event took place in the late 1990s, according to a former military researcher. The American military attacked a Serbian telecommunications network and accidentally affected the Intelsat satellite communications system, whose service was hampered for several days.

These missions, which remain highly classified, are being scrutinized today as the Obama administration and the Pentagon move into new arenas of cyberoperations. Few details have been reported previously; mention of the proposal for a digital offensive against Iraq’s financial and banking systems appeared with little notice on Newsmax.com, a news Web site, in 2003.

The government concerns evoke those at the dawn of the nuclear era, when questions of military effectiveness, legality and morality were raised about radiation spreading to civilians far beyond any zone of combat.

“If you don’t know the consequences of a counterstrike against innocent third parties, it makes it very difficult to authorize one,” said James Lewis, a cyberwarfare specialist at the Center for Strategic and International Studies in Washington.

But some military strategists argue that these uncertainties have led to excess caution on the part of Pentagon planners.

“Policy makers are tremendously sensitive to collateral damage by virtual weapons, but not nearly sensitive enough to damage by kinetic” – conventional – “weapons,” said John Arquilla, an expert in military strategy at the Naval Postgraduate School in Monterey, Calif. “The cyberwarriors are held back by extremely restrictive rules of engagement.”

Despite analogies that have been drawn between biological weapons and cyberweapons, Mr. Arquilla argues that “cyberweapons are disruptive and not destructive.”

That view is challenged by some legal and technical experts.

“It’s virtually certain that there will be unintended consequences,” said Herbert Lin, a senior scientist at the National Research Council and author of a recent report on offensive cyberwarfare. “If you don’t know what a computer you attack is doing, you could do something bad.”

Mark Seiden, a Silicon Valley computer security specialist who was a co-author of the National Research Council report, said, “The chances are very high that you will inevitably hit civilian targets – the worst-case scenario is taking out a hospital which is sharing a network with some other agency.”

And while such attacks are unlikely to leave smoking craters, electronic attacks on communications networks and data centers could have broader, life-threatening consequences where power grids and critical infrastructure like water treatment plants are increasingly controlled by computer networks.

Over the centuries, rules governing combat have been drawn together in customary practice as well as official legal documents, like the Geneva Conventions and the United Nations charter. These laws govern when it is legitimate to go to war, and set rules for how any conflict may be waged. Two traditional military limits now are being applied to cyberwar: proportionality, which is a rule that, in layman’s terms, argues that if you slap me, I cannot blow up your house; and collateral damage, which requires militaries to limit civilian deaths and injuries.

“Cyberwar is problematic from the point of view of the laws of war,” said Jack L. Goldsmith, a professor at Harvard Law School. “The U.N. charter basically says that a nation cannot use force against the territorial integrity or political independence of any other nation. But what kinds of cyberattacks count as force is a hard question, because force is not clearly defined.”

U.S. Adviser’s Blunt Memo on Iraq: Time ‘to Go Home’

WASHINGTON – A senior American military adviser in Baghdad has concluded in an unusually blunt memo that Iraqi forces suffer from entrenched deficiencies but are now able to protect the Iraqi government, and that it is time “for the U.S. to declare victory and go home.”

The memo offers a look at tensions that emerged between Iraqi and American military officers at a sensitive moment when American combat troops met a June 30 deadline to withdraw from Iraq’s cities, the first step toward an advisory role. The Iraqi government’s forceful moves to assert authority have concerned some American officers, though senior American officials insisted that cooperation had improved.

Prepared by Col. Timothy R. Reese, an adviser to the Iraqi military’s Baghdad command, the memorandum details Iraqi military weaknesses in scathing language, including corruption, poor management and the inability to resist Shiite political pressure. Extending the American military presence beyond August 2010, he argues, will do little to improve the Iraqis’ military performance while fueling growing resentment of Americans.

“As the old saying goes, ‘Guests, like fish, begin to smell after three days,’ ” Colonel Reese wrote. “Since the signing of the 2009 Security Agreement, we are guests in Iraq, and after six years in Iraq, we now smell bad to the Iraqi nose.”

Those conclusions are not shared by the senior American commander in Iraq, Gen. Ray Odierno, and his recommendation for an accelerated troop withdrawal is at odds with the timetable approved by President Obama.

A spokeswoman for General Odierno said that the memo did not reflect the official stance of the United States military and was not intended for a broad audience, and that some of the problems the memo referred to had been solved since its writing in early July.

Still, the memo opens a rare window into a debate among American military officers about how active the American role should be in Iraq and for how long. While some in the military endorse Colonel Reese’s assessment, other officers say that American forces need to stay in Iraq for the next couple of years as the Iraqis struggle with heightened tensions between the Kurds and Arabs, insurgent attacks in and around Mosul and checking authoritarian tendencies of the Iraqi government.

“We now have an Iraqi government that has gained its balance and thinks it knows how to ride the bike in the race,” Colonel Reese wrote. “And in fact they probably do know how to ride, at least well enough for the road they are on against their current competitors. Our hand on the back of the seat is holding them back and causing resentment. We need to let go before we both tumble to the ground.”

Before deploying to Iraq, Colonel Reese served as the director of the Combat Studies Institute at Fort Leavenworth, Kan., the Army’s premier intellectual center. He was an author of an official Army history of the Iraq war – “On Point II” – that was sharply critical of the lapses in postwar planning.

As an adviser to the Baghdad Operations Command, which is led by an Iraqi general, Abud Qanbar, Colonel Reese drew examples from Baghdad Province, which is less volatile than the area near Mosul in northern Iraq, where the Sunni insurgency is strongest. But he noted that he had read military reports from other regions and that he believed that there were similar dynamics nationwide.

Colonel Reese, who could not be reached for comment, submitted his paper to General Odierno’s command, but copies have circulated among active-duty and retired military officers and been posted on at least one military-oriented Web site.

Colonel Reese’s memo lists a number of problems that have emerged since the withdrawal of American combat troops from Baghdad, completed June 30. They include, he wrote, a “sudden coolness” to American advisers and the “forcible takeover” of a checkpoint in the Green Zone. Iraqi units, he added, are much less willing to conduct joint operations with their American counterparts “to go after targets the U.S. considers high value.”

The Iraqi Ground Forces Command, Colonel Reese wrote, has imposed “unilateral restrictions” on American military operations that “violate the most basic aspects” of the security agreement that governs American and Iraqi military relations.

“The Iraqi legal system in the Rusafa side of Baghdad has demonstrated a recent willingness to release individuals originally detained by the U.S. for attacks on the U.S.,” he added.

A spokeswoman for General Odierno, Lt. Col. Josslyn Aberle, said of the memo: “The e-mail reflects one person’s personal view at the time we were first implementing the Security Agreement post-30 June. Since that time many of the initial issues have been resolved and our partnerships with Iraqi Security Forces and G.O.I. partners now are even stronger than before 30 June.” G.O.I. is the abbreviation for the government of Iraq; the Iraqi Security Forces are sometimes referred to as the I.S.F.

Colonel Reese appears to have anonymously circulated a less detailed version of his memo on a blog called “The Enchanter’s Corner.” The author, listed on the site as “Tim the Enchanter,” is described as an active-duty Army officer serving as an adviser in Iraq who is “passionate about political issues.” That post on Iraq, along with one criticizing President Obama’s health care proposals, has been removed but can be found in cached versions.

Under the plan developed by General Odierno, the vast majority of the approximately 130,000 American forces in Iraq will remain through Iraq’s national elections, which are expected to be held next January. After the elections and the formation of a new Iraqi government, there will be rapid reductions in American forces. By the end of August 2010, the United States would have no more than 50,000 troops in Iraq, which would include six brigades whose primary role would be to advise and train Iraqi troops.

Some experts, like Stephen Biddle, a senior fellow at the Council on Foreign Relations and a former adviser to Gen. David H. Petraeus, have argued that this timetable may be too fast “Renewed violence in Iraq is not inevitable, but it is a serious risk,” Mr. Biddle wrote in a recent paper. “The most effective option for prevention is to go slow in drawing down the U.S. military presence in Iraq. Measures to maximize U.S. leverage on important Iraqi leaders – especially Maliki,” he added, referring to Iraq’s prime minister, Nuri Kamal al-Maliki “- can be helpful in steering Iraqis away from confrontation and violence, but U.S. leverage is a function of U.S. presence.”

During a recent appearance at the United States Institute of Peace, a Washington-based research organization, Mr. Maliki appeared to be contemplating a possible role for American forces after the December 2011 deadline for the removal of all American troops under the security agreement.

But while General Odierno has drawn up detailed plans for a substantial advisory role, Colonel Reese argued in favor of a more limited – and shorter – effort, and recommended that all American forces be withdrawn by August 2010.

“If there ever was a window where the seeds of a professional military culture could have been implanted, it is now long past,” he wrote. “U.S. combat forces will not be here long enough or with sufficient influence to change it. The military culture of the Baathist-Soviet model under Saddam Hussein remains entrenched and will not change. The senior leadership of the I.S.F. is incapable of change in the current environment.”

The Fort Laramie Treaty once guaranteed the Sioux Nation the right to a large area of their original land, which spanned several states and included their sacred Black Hills, where they were to have “the absolute and undisturbed use and occupation” of the land.

However, when gold was discovered in the Black Hills, President Ulysses S. Grant told the army to look the other way in order to allow gold miners to enter the territory. After repeated violations of the exclusive rights to the land by gold prospectors and by migrant workers crossing the reservation borders, the US government seized the Black Hills land in 1877.

Charmaine White Face, an Oglala Tetuwan who lives on the Pine Ridge Reservation, is the spokesperson for the Teton Sioux Nation Treaty Council (TSNTC), established in 1893 to uphold the terms of the Fort Laramie Treaty of 1868. She is also coordinator of the voluntary group, Defenders of the Black Hills, that works to preserve and protect the environment where they live.

“We call gold the metal which makes men crazy,” White Face told Truthout while in New York to attend the annual Permanent Forum on Indigenous Issues at the United Nations in late May. “Knowing they could not conquer us like they wanted to … because when you are fighting for your life, or the life of your family, you will do anything you can … or fighting for someplace sacred like the Black Hills you will do whatever you can … so they had to put us in prisoner of war camps. I come from POW camp 344, the Pine Ridge Indian Reservation. We want our treaties upheld, we want our land back.”

Most of the Sioux’s land has been taken, and what remains has been laid waste by radioactive pollution.

“Nothing grows in these areas – nothing can grow. They are too radioactive,” White Face said.

Although the Black Hills and adjoining areas are sacred to the indigenous peoples and nations of the region, their attempts at reclamation are not based on religious claims but on the provisions of the Constitution. The occupation of indigenous land by the US government is in direct violation of its own law, according to White Face.

She references Article 6 of the U.S. Constitution: “This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.”

The spokesperson for the TSNTC declares, “We need our treaty upheld. We want it back. Without it we are disappearing. They might have made us into brown Americans who speak the English language and eat a different kind of food, and are not able to live with the buffalo like we are supposed to, but that is like a lion in a cage. You can feed it and it will reproduce, but it is only a real lion when it gets its freedom and can be who it’s supposed to be. That’s how we are. We are like that lion in a cage. We are not free right now. We need to be able to govern ourselves the way we did before.”

Delegations from the TSNTC began their efforts in the United Nations in 1984 after exhausting all strategies for solution within the United States.

Homeland Contamination

There is uranium all around the Black Hills, South and North Dakota, Wyoming and Montana. Mining companies came in and dug large holes through these lands to extract uranium in the 1950’s and 1960’s prior to any prohibitive regulations. Abandoned uranium mines in southwestern South Dakota number 142. In the Cave Hills area, another sacred place in South Dakota used for vision quests and burial sites, there are 89 abandoned uranium mines.

In an essay called “Native North America: The Political Economy of Radioactive Colonialism,” political activists Ward Churchill and Winona LaDuke state that former US President Richard Nixon declared the 1868 Treaty Territory a “National Sacrifice Area,” implying that the territory, and its people, were being sacrificed to uranium and nuclear radiation.

The worst part, according to White Face, is that, “None of these abandoned mines have been marked. They never filled them up, they never capped them. There are no warning signs … nothing. The Forest Service even advertises the Picnic Springs Campground as a tourist place. It’s about a mile away from the Cave Hills uranium mines.”

The region is honeycombed with exploratory wells that have been dug as far down as six to eight hundred feet. In the southwestern Black Hills area, there are more than 4,000 uranium exploratory wells. On the Wyoming side of the Black Hills, there are 3,000 wells. Further north into North Dakota, there are more than a thousand wells.

The Black Hills and its surroundings are the recharge area for several major aquifers in the South Dakota, Nebraska, and Wyoming regions. The crisis can be gauged from the simple description that White Face gives: “When the winds come, they pick up the [uranium] dust and carry it; when it rains or snows, it washes it down into the aquifers and groundwater. Much of this radioactive contamination then finds its way into the Missouri River.”

She informs us that twelve residents out of about 600 of the sparsely populated county of Cave Hills have developed brain tumors. A nuclear physicist has declared one mine in the area to be as radioactively “hot” as ground zero of Hiroshima.

Red Shirt, a village along the Cheyenne River on the Pine Ridge Indian Reservation, has had its water tested high for radiation and local animals have died after consuming fish from the river.

After three daughters of a family and their mother died of cancer, a family requested White Face to have the municipal water tested. The radiation levels were found to be equal to those inside an x-ray machine. Little wonder then that the surviving sons and their father are afflicted with the disease. People procuring their grain and cattle from the region are advised to be extra cautious.

One cannot but feel the desperation of her people when White Face bemoans, “It’s pure genocide for us. We are all dying from cancer. We are trying not to become extinct, not to let the Great Sioux Nation become extinct.”

The Ogala Sioux are engaged in ongoing legal battles with the pro-uranium state of South Dakota. They are aware of the unequal nature of their battle, but they cannot afford to give up. White Face explains how “… Our last court case was lost before learning that the judge was a former lawyer for one of the mining companies. Also, the governor’s sister and brother-in-law work for mining companies [Powertech] and a professor, hired by the Forest Service to test water run-off for contamination, is on contract with a company that works for the mining company. When I found out the judge was a lawyer for the mining company I knew we would lose, but we went ahead with the case for the publicity, because we have to keep waking people up.”

Other tribes, such as the Navajo and Hopi in New Mexico, have been exposed to radioactive material as well. Furthermore, the July 16, 1979, spill of 100 million gallons of radioactive water containing uranium tailings from a tailing pond into the north arm of the Rio Puerco, near the small town of Church Rock, New Mexico, also affected indigenous peoples in Arizona.

Her rage and grief are evident as White Face laments, “When we have our prayer gatherings we ask that no young people come to attend. If you want to have children don’t come to Cave Hills because it’s too radioactive.”

The exploitative approach to the planet’s resources and peoples that led to these environmental and health disasters collides with White Face’s values: “I always say that you have to learn to live with the earth, and not in domination of the earth.”

Nuking the Colonies

The US government practices another approach. In occupied Iraq and Afghanistan, the uranium that has caused genocide of sorts at home has proceeded to wreak new havoc.

Two Iraqi NGO’s, the Monitoring Net of Human Rights in Iraq (MHRI) and the Conservation Center of Environment and Reserves in Fallujah (CCERF) have extensively documented the effects of restricted weapons, such as depleted uranium (DU) munitions, against the people of Fallujah during two massive US military assaults on the city in 2004.

In March 2008, the NGO’s were to present a report titled “Prohibited Weapons Crisis: The effects of pollution on the public health in Fallujah” to the 7th Session of the United Nations Human Rights Council

Muhammad al-Darraji, director, MHRI and president, CCERF, was to present the report with an appeal, “We are kindly asking the High Commissioner for Human Rights to look at the content of the report in accordance with the General Assembly’s resolution 48/ 141 (paragraph 4) of 20 December 1993, to investigate the serious threat (to the) health right in Fallujah and Iraq, and to relay the results of this investigation to the Commission on Human Rights to take the suitable decisions.”

Attached to the aforementioned is another report co-authored by Dr. Najim Askouri, a nuclear physicist trained in Britain and a leading Iraqi nuclear researcher and Dr. Assad al-Janabi, director of the Pathology Department at the 400-bed public hospital in Najaf. Their report includes a section on the “Depleted Uranium Crisis” from Najaf, 180 miles from where DU was used in the First Gulf War.

Dr. Najim begins the report by noting that Coalition Forces, mostly US, used 350 tons of DU weapons in about 45 days in 1991, primarily in the stretch of Iraq northwest of Kuwait where Iraqi troops were on their retreat. Then, in 2003, during the Shock and Awe bombing of Baghdad, the US used another 150 tons of DU. He says that cancer is spreading from the conflict area as a health epidemic and will only get worse. The cancer rate has more than tripled over the last 16 years in Najaf.

According to Dr. Najim, “When DU hits a target, it aerosolizes and oxidizes, forming a uranium oxide that is two parts UO3 and one part UO2. The first is water soluble and filters down into the water aquifers and also becomes part of the food chain as plants take up the UO3 dissolved in water. The UO2 is insoluble and settles as dust on the surface of the earth and is blown by the winds to other locations. As aerosolized dust, it can enter the lungs and begin to cause problems as it can cross cell walls and even impact the genetic system.”

One of Dr. Najim’s grandsons was born with congenital heart problems, Down Syndrome, an underdeveloped liver and leukemia. He believes that the problems are related to the child’s parents having been exposed to DU.

Detailing a skyrocketing rate of cancer and other pollution-related illnesses among the population of Fallujah since the two sieges, the report states, “Starting in 2004 when the political situation and devastation of the health care infrastructure were at their worst, there were 251 reported cases of cancer. By 2006, when the numbers more accurately reflected the real situation, that figure had risen to 688. Already in 2007, 801 cancer cases have been reported. Those figures portray an incidence rate of 28.21 [per 100,000] by 2006, even after screening out cases that came into the Najaf Hospital from outside the governorate, a number which contrasts with the normal rate of 8-12 cases of cancer per 100,000 people.

“Two observations are striking. One, there has been a dramatic increase in the cancers that are related to radiation exposure, especially the very rare soft tissue sarcoma and leukemia. Two, the age at which cancer begins in an individual has been dropping rapidly, with incidents of breast cancer at 16 (years of age), colon cancer at 8 (years of age), and liposarcoma at 1.5 years (of age).” Dr. Assad noted that 6 percent of the cancers reported occurred in the 11-20 age range and another 18 percent in ages 21-30.

“The importance of this information confirms there is a big disaster in this city…. The main civilian victims of most illnesses were the children, and the rate of them represents 72 percent of total illness cases of 2006, most of them between the ages of 1 month and 12 years…. Many new types and terrible amounts of illnesses started to appear [from] 2006 until now, such as Congenital Spinal cord abnormalities, Congenital Renal abnormalities, Septicemia, Meningitis, Thalassemia, as well as a significant number of undiagnosed cases at different ages. The speed of the appearance these signals of pollution after one year of military operations refers to the use of a great amount of prohibited weapons used in 2004 battles. The continued pollution maybe will lead to a genetic drift, starting to appear with many abnormalities in children, because the problems were related to exposure of the child’s parents to pollution sources and this may lead to more new abnormalities in the f uture. According to the security situation with many checkpoints and irregular cards to allow the civilians to enter or exit the city until now, all this helps to continue the terrible situation for this time. Therefore, we think that all these data is only 50 percent of the real numbers of illnesses.”

The Sioux tell their youth to avoid their radioactive native lands if they wish to procreate and prosper. Those in Iraq have no option but to lead maimed lives in their native land.

On February 4, 2009, Muhammad al-Darraji sent President Barack Obama a letter, along with the aforementioned report. A few excerpts are presented here:

“We have the honor to submit with this letter our report on the effects on public health of prohibited weapons used by the United States during its military operations in Fallujah (March-November 2004). It was our intention to present the report to the Human Rights Council of the United Nations on 4 March 2008, but both security and political reasons played a significant role in making this task impossible. The report, now in your hands, contains vast evidence and documentation on the catastrophic and continuous pollution in Iraq (to prevent) which nobody has taken any real action to help the victims or clean up polluted places. Some months ago, and in June 2008, I sent this report directly to some US congressmen. Two of them went to my town, Fallujah, and visited the general hospital to investigate the claims contained in our report. No substantial result came out of this visit. In February 2009 one of my colleagues, who worked in the hospital’s statistical office and helped gather information about the pollution, was killed by unknown individuals. The blood of my friend is the driving force that led me to write to you directly in order for you to release the facts for which my friend paid with his life. Therefore, we are kindly asking you to look at the content of the attached report and to investigate the serious threats to the right to life of the inhabitants of Fallujah and other polluted places in Iraq, as well as to publicly release the results of this investigation under right of information about what really happened in Iraq.”

The president has yet to respond.

Schofield soldier charged in death of comrade negotiating plea

BAGHDAD – A Schofield Barracks soldier charged with involuntary manslaughter in the shooting death of a comrade in Iraq has entered plea negotiations instead of facing a hearing, the military said today.

Sgt. Miguel A. Vegaquinones, 33, of Havelock, N.C., also has been charged with lying to investigators in the death of Pfc. Sean P. McCune.

Vegaquinones had been due to face an Article 32 hearing – the military equivalent of a grand jury – but has entered plea negotiations instead, the U.S. military said in an e-mail.

McCune, 20, of Euless, Texas, died after Vegaquinones allegedly discharged a round of ammunition while cleaning his weapon, the military said. The death occurred after the two men had finished a guard duty shift on Jan. 11 in Samarra.

Vegaquinones and McCune were assigned to the 2nd Battalion, 35th Infantry Regiment, 3rd Brigade Combat Team, 25th Infantry Division, which is based at Schofield Barracks.

Involuntary manslaughter carries a maximum 10-year prison sentence, while making a false official statement can bring a sentence of up to five years, according to the military.

Samarra, 60 miles north of Baghdad, is a former Sunni insurgent stronghold. It has seen a drastic drop in violence after local tribal leaders joined forces with the Americans against al-Qaida in Iraq.

It also was the site of a 2006 bombing that destroyed a golden-domed Shiite mosque, triggering months of retaliatory sectarian violence nationwide.

Big Isle man accused of killing son, unborn child sued by ex-wife

HILO – A Big Island man who has been charged with murdering his 14-year-old son and unborn child in a knife attack is being sued by his estranged wife.

Cheryl-Lyn Vesperas filed lawsuits last week against Tyrone Vesperas in Third Circuit Court on behalf of herself and her late son, Tyran Vesperas-Saniatan.

Tyran, 14, died on Kamehameha Day, 2007. The boy’s death stemmed from a physical confrontation between his parents, Cheryl and Tyrone, in the Ainaloa home the couple once shared.

Police have said that Tyrone Vesperas stabbed his estranged wife repeatedly in the abdomen with a military-issue combat knife, and Tyran was stabbed in the neck when he tried to intervene.

Obama Has 250,000 ‘Contractors’ Deployed in Iraq and Afghanistan and is Increasing the Use of Mercenaries

A couple of years ago, Blackwater executive Joseph Schmitz seemed to see a silver lining for mercenary companies with the prospect of US forces being withdrawn or reduced in Iraq. “There is a scenario where we could as a government, the United States, could pull back the military footprint,” Schmitz said. “And there would then be more of a need for private contractors to go in.”

When it comes to armed contractors, it seems that Schmitz was right.

According to new statistics released by the Pentagon, with Barack Obama as commander in chief, there has been a 23% increase in the number of “Private Security Contractors” working for the Department of Defense in Iraq in the second quarter of 2009 and a 29% increase in Afghanistan, which “correlates to the build up of forces” in the country. These numbers relate explicitly to DoD security contractors. Companies like Blackwater and its successor Triple Canopy work on State Department contracts and it is unclear if these contractors are included in the over-all statistics. This means, the number of individual “security” contractors could be quite higher, as could the scope of their expansion.

Overall, contractors (armed and unarmed) now make up approximately 50% of the “total force in Centcom AOR [Area of Responsibility].” This means there are a whopping 242,657 contractors working on these two U.S. wars. These statistics come from two reports just released by Gary J. Motsek, the Assistant Deputy Under Secretary of Defense (Program Support): “Contractor Support of U.S. Operations in USCENTCOM AOR, IRAQ, and Afghanistan and “Operational Contract Support, ‘State of the Union.'”

“We expect similar dependence on contractors in future contingency operations,” according to the contractor “State of the Union.” It notes that the deployment size of both military personnel and DoD civilians are “fixed by law,” but points out that the number of contractors is “size unfixed,” meaning there is virtually no limit (other than funds) to the number of contractors that can be deployed in the war zone.

At present there are 132,610 in Iraq and 68,197 in Afghanistan. The report notes that while the deployment of security contractors in Iraq is increasing, there was an 11% decrease in overall contractors in Iraq from the first quarter of 2009 due to the “ongoing efforts to reduce the contractor footprint in Iraq.”

BAGHDAD, May 11 — An American soldier opened fire on comrades Monday on a large military base in Baghdad, killing five and wounding three, the U.S. military said.

The shooting at Camp Liberty, one of the largest bases in Baghdad, occurred about 2 p.m.

Lt. Col. Brian Tribus, a U.S. military spokesman, said the gunman was taken into custody.

A U.S. military officer in Baghdad said the shooting occurred at the base’s combat stress clinic.

The official, speaking on condition of anonymity, said the incident shook up soldiers, many of whom are in their third and even fourth tours. Some broke down in tears, he said.

“A lot of soldiers are wondering why,” the official said. “We will be asking as leaders: What could we have done? How could have we protected the soldiers?”

Most military facilities in Iraq have combat stress clinics, where soldiers seek counseling and are at times prescribed medicine for anxiety and depression.

The Army is grappling with a growing incidence of suicide cases, which military leaders attribute to the stress inflicted by multiple deployments to Iraq and Afghanistan.

A Defense Department official in Washington said three people were wounded, but he did not know if they were military or civilians.

“It’s some form of isolated incident, an unfortunate one at that,” he said.

The military did not immediately say what the motive might have been.

“Anytime we lose one of our own, it affects all of us,” said U.S. military spokesman Col. John Robinson. “Our hearts go out to the families and friends of all the service members involved in this terrible tragedy.”

The incident was among the deadliest attacks for U.S. troops in recent months. It appears to be the deadliest incident in which U.S. deaths were caused by a fellow U.S. soldier since the 2003 U.S. invasion of Iraq.

The shooting was particularly chilling for soldiers based at Victory Base Compound, which includes Liberty, because it is regarded as one of the safest installations for U.S. troops in Iraq.

Control to the compound is tightly restricted, but American soldiers carry weapons on base.

Also on Monday, the military said an American soldier was killed by a roadside bomb in southern Iraq. The attack occurred Sunday at 2 p.m. in Basra province. U.S. soldiers recently deployed additional troops to the province to replace British troops, who formally ended their mission there last month.

Liberty is one of three U.S. military bases adjacent to Baghdad International Airport.

The Banality of Bush White House Evil

WE don’t like our evil to be banal. Ten years after Columbine, it only now may be sinking in that the psychopathic killers were not jock-hating dorks from a “Trench Coat Mafia,” or, as ABC News maintained at the time, “part of a dark, underground national phenomenon known as the Gothic movement.” In the new best seller “Columbine,” the journalist Dave Cullen reaffirms that Dylan Klebold and Eric Harris were instead ordinary American teenagers who worked at the local pizza joint, loved their parents and were popular among their classmates.

On Tuesday, it will be five years since Americans first confronted the photographs from Abu Ghraib on “60 Minutes II.” Here, too, we want to cling to myths that quarantine the evil. If our country committed torture, surely it did so to prevent Armageddon, in a patriotic ticking-time-bomb scenario out of “24.” If anyone deserves blame, it was only those identified by President Bush as “a few American troops who dishonored our country and disregarded our values”: promiscuous, sinister-looking lowlifes like Lynddie England, Charles Graner and the other grunts who were held accountable while the top command got a pass.

We’ve learned much, much more about America and torture in the past five years. But as Mark Danner recently wrote in The New York Review of Books, for all the revelations, one essential fact remains unchanged: “By no later than the summer of 2004, the American people had before them the basic narrative of how the elected and appointed officials of their government decided to torture prisoners and how they went about it.” When the Obama administration said it declassified four new torture memos 10 days ago in part because their contents were already largely public, it was right.

Yet we still shrink from the hardest truths and the bigger picture: that torture was a premeditated policy approved at our government’s highest levels; that it was carried out in scenarios that had no resemblance to “24”; that psychologists and physicians were enlisted as collaborators in inflicting pain; and that, in the assessment of reliable sources like the F.B.I. director Robert Mueller, it did not help disrupt any terrorist attacks.

The newly released Justice Department memos, like those before them, were not written by barely schooled misfits like England and Graner. John Yoo, Steven Bradbury and Jay Bybee graduated from the likes of Harvard, Yale, Stanford, Michigan and Brigham Young. They have passed through white-shoe law firms like Covington & Burling, and Sidley Austin.

Judge Bybee’s résumé tells us that he has four children and is both a Cubmaster for the Boy Scouts and a youth baseball and basketball coach. He currently occupies a tenured seat on the United States Court of Appeals. As an assistant attorney general, he was the author of the Aug. 1, 2002, memo endorsing in lengthy, prurient detail interrogation “techniques” like “facial slap (insult slap)” and “insects placed in a confinement box.”

He proposed using 10 such techniques “in some sort of escalating fashion, culminating with the waterboard, though not necessarily ending with this technique.” Waterboarding, the near-drowning favored by Pol Pot and the Spanish Inquisition, was prosecuted by the United States in war-crimes trials after World War II. But Bybee concluded that it “does not, in our view, inflict ‘severe pain or suffering.’ ”

Still, it’s not Bybee’s perverted lawyering and pornographic amorality that make his memo worthy of special attention. It merits a closer look because it actually does add something new – and, even after all we’ve heard, something shocking – to the five-year-old torture narrative. When placed in full context, it’s the kind of smoking gun that might free us from the myths and denial that prevent us from reckoning with this ugly chapter in our history.

Bybee’s memo was aimed at one particular detainee, Abu Zubaydah, who had been captured some four months earlier, in late March 2002. Zubaydah is portrayed in the memo (as he was publicly by Bush after his capture) as one of the top men in Al Qaeda. But by August this had been proven false. As Ron Suskind reported in his book “The One Percent Doctrine,” Zubaydah was identified soon after his capture as a logistics guy, who, in the words of the F.B.I.’s top-ranking Qaeda analyst at the time, Dan Coleman, served as the terrorist group’s flight booker and “greeter,” like “Joe Louis in the lobby of Caesar’s Palace.” Zubaydah “knew very little about real operations, or strategy.” He showed clinical symptoms of schizophrenia.

By the time Bybee wrote his memo, Zubaydah had been questioned by the F.B.I. and C.I.A. for months and had given what limited information he had. His most valuable contribution was to finger Khalid Shaikh Mohammed as the 9/11 mastermind. But, as Jane Mayer wrote in her book “The Dark Side,” even that contribution may have been old news: according to the 9/11 commission, the C.I.A. had already learned about Mohammed during the summer of 2001. In any event, as one of Zubaydah’s own F.B.I. questioners, Ali Soufan, wrote in a Times Op-Ed article last Thursday, traditional interrogation methods had worked. Yet Bybee’s memo purported that an “increased pressure phase” was required to force Zubaydah to talk.

As soon as Bybee gave the green light, torture followed: Zubaydah was waterboarded at least 83 times in August 2002, according to another of the newly released memos. Unsurprisingly, it appears that no significant intelligence was gained by torturing this mentally ill Qaeda functionary. So why the overkill? Bybee’s memo invoked a ticking time bomb: “There is currently a level of ‘chatter’ equal to that which preceded the September 11 attacks.”

We don’t know if there was such unusual “chatter” then, but it’s unlikely Zubaydah could have added information if there were. Perhaps some new facts may yet emerge if Dick Cheney succeeds in his unexpected and welcome crusade to declassify documents that he says will exonerate administration interrogation policies. Meanwhile, we do have evidence for an alternative explanation of what motivated Bybee to write his memo that August, thanks to the comprehensive Senate Armed Services Committee report on detainees released last week.

The report found that Maj. Paul Burney, a United States Army psychiatrist assigned to interrogations in Guantánamo Bay that summer of 2002, told Army investigators of another White House imperative: “A large part of the time we were focused on trying to establish a link between Al Qaeda and Iraq and we were not being successful.” As higher-ups got more “frustrated” at the inability to prove this connection, the major said, “there was more and more pressure to resort to measures” that might produce that intelligence.

In other words, the ticking time bomb was not another potential Qaeda attack on America but the Bush administration’s ticking timetable for selling a war in Iraq; it wanted to pressure Congress to pass a war resolution before the 2002 midterm elections. Bybee’s memo was written the week after the then-secret (and subsequently leaked) “Downing Street memo,” in which the head of British intelligence informed Tony Blair that the Bush White House was so determined to go to war in Iraq that “the intelligence and facts were being fixed around the policy.” A month after Bybee’s memo, on Sept. 8, 2002, Cheney would make his infamous appearance on “Meet the Press,” hyping both Saddam’s W.M.D.s and the “number of contacts over the years” between Al Qaeda and Iraq. If only 9/11 could somehow be pinned on Iraq, the case for war would be a slamdunk.

But there were no links between 9/11 and Iraq, and the White House knew it. Torture may have been the last hope for coercing such bogus “intelligence” from detainees who would be tempted to say anything to stop the waterboarding.

Last week Bush-Cheney defenders, true to form, dismissed the Senate Armed Services Committee report as “partisan.” But as the committee chairman, Carl Levin, told me, the report received unanimous support from its members – John McCain, Lindsey Graham and Joe Lieberman included.

Levin also emphasized the report’s accounts of military lawyers who dissented from White House doctrine – only to be disregarded. The Bush administration was “driven,” Levin said. By what? “They’d say it was to get more information. But they were desperate to find a link between Al Qaeda and Iraq.”

Five years after the Abu Ghraib revelations, we must acknowledge that our government methodically authorized torture and lied about it. But we also must contemplate the possibility that it did so not just out of a sincere, if criminally misguided, desire to “protect” us but also to promote an unnecessary and catastrophic war. Instead of saving us from “another 9/11,” torture was a tool in the campaign to falsify and exploit 9/11 so that fearful Americans would be bamboozled into a mission that had nothing to do with Al Qaeda. The lying about Iraq remains the original sin from which flows much of the Bush White House’s illegality.

Levin suggests – and I agree – that as additional fact-finding plays out, it’s time for the Justice Department to enlist a panel of two or three apolitical outsiders, perhaps retired federal judges, “to review the mass of material” we already have. The fundamental truth is there, as it long has been. The panel can recommend a legal path that will insure accountability for this wholesale betrayal of American values.

President Obama can talk all he wants about not looking back, but this grotesque past is bigger than even he is. It won’t vanish into a memory hole any more than Andersonville, World War II internment camps or My Lai. The White House, Congress and politicians of both parties should get out of the way. We don’t need another commission. We don’t need any Capitol Hill witch hunts. What we must have are fair trials that at long last uphold and reclaim our nation’s commitment to the rule of law.
