Probe of Houston suicides prompts wide-ranging action

Army Secretary Pete Geren has ordered a stand-down of the Army’s entire recruiting force and a review of almost every aspect of the job is underway in the wake of a wide-ranging investigation of four suicides in the Houston Recruiting Battalion.

Poor command climate, failing personal relationships and long, stressful work days were factors in the suicides, the investigation found. The investigating officer noted a “threatening” environment in the battalion and that leaders may have tried to influence statements from witnesses.

“There were some things found that are disturbing,” said Brig. Gen. Del Turner, deputy commanding general for Accessions Command and the officer who conducted the investigation.

While he declined to discuss what action might be taken, Turner has recommended disciplinary action against battalion- and brigade-level commanders. He declined to discuss what action might be taken.

The report was not made public, with officials citing extensive personal information contained in the report.

The four recruiters who killed themselves were all combat veterans of Iraq or Afghanistan. The Army did not identify them.

The Army Inspector General’s office has been asked to conduct a command-wide assessment of Recruiting Command to determine if conditions uncovered in Houston exist elsewhere.

The one-day stand-down of all 7,000 active Army and 1,400 Army Reserve recruiters will be Feb. 13.

The soldiers will receive training on leadership, a review of the expectations of Recruiting Command’s leaders, suicide prevention and resiliency training, coping skills and recruiter wellness, Turner said.

“It’s significant,” Turner said about the stand-down. “It is not routinely scheduled. It normally occurs after some sort of major event like this.”

Turner was appointed to conduct the investigation on Oct. 14 by Lt. Gen. Benjamin Freakley, commanding general of Accessions Command. The investigation was sought by Sen. John Cornyn, R-Texas, who heard from soldiers and family members after the Houston Chronicle in 2008 reported the suicides.

“I think that when you have something like this happen that’s this serious and has such a huge impact on families and loved ones, of course people will ask what’s going on,” Freakley said.

Recruiters and soldiers who are going to be recruiters, their families and the public are going to want to know what’s happening and what’s being done, he said.

“We’re very aware of our soldiers’ concerns and we want to make it better,” Freakley said.

USAREC is a strong command with good leaders and exceptional soldiers, Freakley said.

“I do not believe for a minute that this is endemic of the entire command whatsoever, but I do believe that one [suicide] is too many, and we had four,” he said. “So let’s fix this and move forward and grow from this in a positive way. It’s hard work, but the whole Army has hard work right now.”

Turner’s investigation was completed Dec. 23, and Turner said his work revolved around the four suicides that occurred between January 2005 and September. Findings from the investigation were released Jan. 21.

“It’s a very tough and very tragic thing,” he said. “But I’m focused on what good can come out of this and that’s where our focus is right now.”

There were 17 suicides within Recruiting Command between fiscal years 2001 and 2008, said Col. Michael Negard, a Training and Doctrine Command spokesman.

There were more than 500 suicides by active-duty soldiers across the Army from Jan. 1, 2003, through Aug. 31, according to data from the Army G-1. Another 31 cases were pending final determination, as of Aug. 31.

The Army’s suicide rate increased from 12.4 for every 100,000 soldiers in 2003 to 18.1 in 2007, an all-time high for the service. Nationwide, the suicide rate for every 100,000 people was 19.5 in 2005, according to the Centers for Disease Control and Prevention.

Gen. Pete Chiarelli, vice chief of staff of the Army, voiced his concern in a Jan. 23 interview with Army Times.

“We need to move out as quickly as we can to do those things that are going to lower the numbers,” Chiarelli said. “That’s the best we can do. We can’t eliminate suicide.”

“I believe there are certain things leaders can do in the short run to reverse the trend and I’m going to talk about those next week,” Chiarelli said.

Turner said he examined the four soldiers’ personal lives, from their financial and medical histories to their performance at work. He also studied organizational factors such as command climate, leadership within the battalion, brigade and Recruiting Command. He looked at screening soldiers for recruiting duty, the impact of assigning soldiers directly to that duty after they return from combat tours, the adequacy of the Army’s suicide prevention training, and soldiers’ access to mental health care.

Here is what Turner said he found:

• There was poor command climate in the recruiting battalion, one of 38 in the Army.

Morale was low among the unit’s 200-plus recruiters, who routinely worked 12- to 14-hour days. They had unpredictable work schedules, frequently working on weekends. There was a “threatening type of environment” established by certain leaders throughout the battalion’s chain of command.

Monthly missions assigned by USAREC were bumped up, violating Army regulations and adding stress. For example, in July 2008, the battalion’s 205 recruiters each had to recruit two new soldiers a month, even though the battalion’s mission was 360 contracts, which is roughly the equivalent of 1.5 or 1.6 new contracts each.

“I don’t think it was malicious necessarily,” Turner said, “but what that does is it artificially ups their work load.”

• All four soldiers who killed themselves suffered from “troubled” or “failing” personal relationships.

Turner said he did not find any common thread of significant financial stress among the four men and none had been diagnosed with PTSD.

At least seven months had passed between the time each man returned from combat to the U.S. and when they were assigned to USAREC.

• Regarding witness statements, Turner noted “inappropriate comments by leaders before investigations were done and before mine started.” He added: “It may have been construed by recruiters as attempts to influence their statements.”

Recruiters who felt their commanders may have been trying to influence their statements were given the opportunity to change their statements during Turner’s investigation.

• There were no inherent problems with assigning soldiers to recruiting duty after they returned from combat, but the assignment process must be improved.

Soldiers now can get approval from the first lieutenant colonel in their chain of command to waive the 90-day stabilization period required of them after returning from a deployment. Sometimes, problems stemming from a soldier’s experience in the war zone may not present themselves immediately, so the Army G-1 is reworking the waiver policy so that soldiers must now get approval from a general officer.

• Almost 50 percent of prospective recruiters were not fully vetted by their chain of command, as required by USAREC.

Soldiers who are nominated for recruiting duty must complete financial disclosure forms and statements declaring that they understand that recruiting is sensitive duty, they may be assigned to remote locations and they must be able to work independently.

They also must complete a mental health evaluation and be interviewed by their current battalion commander, command sergeant major and company commander, who must determine whether the soldier would be a successful recruiter. Input from this command team must include comments on the prospective recruiter’s leadership ability and potential, physical fitness, character, integrity, ability to perform in stressful situations and any incidents of abuse. All negative evaluations must include a full explanation.

Turner said he found that almost half the soldiers who went on to be recruiters did not have a complete nomination packet, and that soldiers were not taking a standardized mental health evaluation.

To correct that, HRC on Jan. 13 sent a message reinforcing the need for a complete nomination packet and instituted a policy that prohibits soldiers from being assigned to recruiting battalions until their completed packet has been reviewed, Turner said.

Also, the Army surgeon general, G-1 and USAREC are creating a mental health evaluation form specific to recruiters, Turner said, and officials are working on a catalog to track the adequacy of medical and mental health care and the access soldiers have, regardless of where they are stationed, to that care.

Turner said “the Army is moving in a very quick way in taking concrete action” and to “improve the climate and leadership inside that battalion and other organizational, institutional factors that will improve recruiting operations.”

Freakley said the Army is listening to Turner’s advice and taking immediate and long-term steps to correct any problems.

“I want to ensure we have a climate where our recruiters know how important they are, are well led in a positive command climate, are well supported by the systems that we put in place to help them in their very important mission of recruiting an all-volunteer force … and that we learn and really grow from this experience,” he said.

Recruiting is a very stressful job, said Bret Moore, a former captain and clinical psychologist who served twice in Iraq.

“I know that recruiting duty is one of the most stressful jobs, alongside drill sergeants,” he said. “They have quotas to meet and there’s a lot of pressure.”

Turner, who briefed the four soldiers’ families and Cornyn before releasing the findings of his investigation, said “all these [deaths] are tragic, but the one thing the Army does extremely well is learn from itself,” he said.

Maj. Gen. Thomas Bostick, commanding general of USAREC, will send a team to Houston this summer to conduct a follow-on assessment of the command, Turner said.

There also is a move to balance suicide prevention training with resiliency training and coping skills, he said.

“[Instead] of trying to recognize that [a soldier] is exhibiting risk factors, this is more toward helping [a soldier] cope with the stresses in his life,” he said.

Bostick is calling for a review of the current USAREC policies on duty hours for each of the five recruiting brigades and their 38 battalions.

For example, the Houston battalion’s policy called for a maximum work day of 13 hours, and recruiters had to seek approval from their chain of command if they worked beyond that, Turner said. However, the 13-hour maximum was interpreted as the expected norm, and the policy could have been written more clearly, Turner said.

Bostick also is directing a review of how missions are assigned to recruiters, so what happened in Houston, where commanders were assigning a higher mission to recruiters, would not be repeated, Turner said.

What is critical in all of this is leadership, Turner said.

“It requires compassionate leaders caring for their soldiers, hitting that sweet spot between accomplishing the mission and caring for soldiers.”

NORTHAMPTON, MA – A new NPP analysis highlights a significant gap in the Army’s 2008 quantity and quality goals. Using census material, combined with data on 2008 Army enlistment obtained through a Freedom of Information Act, NPP research also uncovers a continued trend of disproportionate recruits from southern states.

This work is a result of an expanded NPP initiative, which now includes a database of 2004-2008 military recruitment numbers broken down by zip code, county and state. A snapshot analysis and overview of current military recruitment data, which includes a ranking of counties by recruits per thousand youth, charts and tables on a particular county, zip code or state is available at www.nationalpriorities.org.

“Analysts project a $60 billion increase in the 2010 defense budget, largely tied to increasing troop levels. This increase does not include a six month supplemental funding request to pay for the US wars in Afghanistan and Iraq, which is expected to approach, if not exceed $70 billion,” notes Suzanne Smith, Research Director for National Priorities Project. “These budget figures, combined with a call for increased troop numbers, are striking in light of a report recently issued by a Pentagon advisory group which noted that ‘rising costs of military personnel, their healthcare and overhead’ exacerbated the problem of an ‘unsustainable’ Defense Department budget in tough economic times.”

NPP’s new data shows:

While the army claims 80,517 new army recruits this year, surpassing its goal of 80,000, in actuality, its figures reflect the number of individuals with whom they have some form of – often non-binding – contract. The number of accessions, or actual recruits who reported for duty in 2008, was 69,357.

The percent of Tier 1 recruits, at 74% is 16 percentage points below the army’s goal of 90%. This is the fourth year running that the army has missed its “quality” goal.

The highest recruitment rates – defined as the number of recruits per thousand of 15-24 year-old population – were found in the south with Texas, Florida and Georgia ranking in the top five states.

Jo Comerford, NPP’s Executive Director adds, “Four years of missed recruiting quantity and quality goals, combined with dramatic increases in the recruitment budget, raise important questions which must be tackled. Not only are education rates down but evidence shows increases in physical and felony waivers, the latter having doubled from 2006 to 2007. It stands to reason that we must ask whether the Army has exhausted its potential supply of new quality recruits. Its announced intent to increase its base by 65,000 additional recruits, should signal a clarion call for a new look at the realities of an ever-expanding military. A new approach to national security is what is needed. Clearly, we are being called to a new strategy – for this new day.”

With tough economy, many soldiers are coming back for more

Repeat deployments and a healthier economy made it more difficult in recent years for the Army to retain quality soldiers. The recession may be changing that.

Hawai’i’s Stryker brigade of about 4,300 soldiers is at almost 100 percent re-enlistment for two of its battalions in Iraq, with the other four at between 70 percent and 75 percent, said spokesman Maj. Al Hing.

Hing said re-enlistments are at record rates.

The brigade commander’s goal was 80 percent before the unit returns to Hawai’i in February and March. Hing said there is a “very strong retention rate for the young company grade officers” at 94 percent.

Even as the huge re-enlistment bonuses of years past dwindle, soldiers and officers are finding reason to stay in – or return.

Lindsey Rowland made a deal with her parents: They would approve of her going into the Army – which she wanted to do – if she went to college first.

Rowland went to Hawai’i Pacific University on an ROTC scholarship, was commissioned a second lieutenant in 2005, received an assignment to Germany, and in October returned from 15 months in Kuwait and Iraq.

Now a first lieutenant, Rowland, who is not exactly warriorlike at 5 feet 2 and 120 pounds, has experienced the rigors of combat. But like an increasing number of enlisted soldiers and officers who see what shape the economy is in, she’s pretty much made the decision to re-up for at least three more years after her first four.

The truth is, she doesn’t want to get out – at least not yet.

It doesn’t matter that Rowland probably won’t receive the $35,000 bonus that was offered for her specialty in each of the last two years, but may be gone now.

The huge re-enlistment bonuses that the Army needed to dole out to keep up its numbers now are dropping as the economy worsens and more soldiers are staying in with fewer bonuses.

A reduction of the violence in Iraq and a drawdown of the mission there also have led to optimism that soldiers can spend more time at home between deployments.

Although the 27-year-old Rowland was based in Kuwait, she spent more time in Iraq, providing security escort for convoys in a Humvee gun truck with a transportation company.

The more soldiers are on the road, the more danger they face.

But as a single soldier without kids to worry about back home, she didn’t mind being deployed, misses being in command of four Humvees and 11 other soldiers, and expects to be back in Iraq or Afghanistan in the future.

“We had a really cool mission,” Rowland said by phone from Germany. “For females and for transportation, doing gun truck missions on the road was really cool.”

For reasons that are different for each soldier, Rowland may be representative of a bit of a reversal of fortune for the Army and its retention of soldiers.

Eventually, she said she’d like to be a journalist outside the Army, “but I’m not quite ready to do that yet – especially with the economy.”

The Army has seen the return of nearly 500 Army officers who left the service during the past year, Army Times reported.

Not all were eligible for retention incentives, so career security and military benefits are seen as possible factors.

Recruiting also is up. The Army for fiscal 2008 exceeded its recruiting goal, signing up more than 169,500 men and women, and the Army and the Marines – which do the bulk of the ground fighting in Iraq and Afghanistan – surpassed recruitment goals early in fiscal 2009, which began in October.

The Army has in the past worried about the quality of its recruits and an exodus of midlevel officers.

“I have a really optimistic look about it. I think the Army is changing for real this time, and I think a lot of the officers are staying in and I think leadership is improving,” Rowland said. “The Army has adapted to the idea that they can offer the people that work in the Army the things they want – as in duty locations, money, schools.”

However, Army Times said re-enlistment bonuses are dropping sharply in 2009 as retention programs enjoy unprecedented success and fewer specialties are being targeted with the extra payments.

Rowland doesn’t think the $35,000 bonus will be available to her that had been offered in the past to transportation officers being promoted to captain, a rank she soon expects to make.

Rowland figures she spent more time in Iraq than in Kuwait where she was based because of the convoy security missions – the same mission that many Hawai’i National Guard soldiers have now.

A soldier in her unit was killed when a shaped charge hit his Humvee, and Rowland separately experienced a small roadside bomb that went off near her Humvee. “It really wasn’t that exciting,” she said. “Blew up smoke. That was it.”

Mostly, the security missions did not encounter enemy fire, she said, and the only time the turret gunner’s .50-caliber machine gun was fired was when an oncoming bus wouldn’t stop. Warning shots were fired near the bus.

Rowland, who is from Ohio, wants to go to an Army language school to learn Turkish. She expects she’ll be deployed several more times to a combat zone if she stays in.

That’s OK with her.

“I would hope I’d get to go to Afghanistan,” she said, “just because I spent 15 months in Iraq, and I already know that.”

An Army drill sergeant allegedly hits a Waianae recruit in the head

A Fort Sill basic-training drill sergeant in Oklahoma has been suspended from his duties while the Army investigates allegations that he injured a 19-year-old Hawaii Army National Guard soldier by striking him with a bed.

Pvt. Ja Van Yiu Lin last week called his mother Lisa Moniz in Waianae, saying he had trouble hearing out of his left ear and seeing out of his left eye. After several days of failing to get answers on her son’s condition from Fort Sill and Hawaii Army National Guard recruiters, Moniz turned to U.S. Sen. Daniel Akaka.

Yiu Lin graduated from Waianae High School in May and left for basic and advance artillery training at Fort Sill, about 85 miles southwest of Oklahoma City, on July 10.

The Army is investigating a complaint that a drill sergeant in Oklahoma threw a bed at a 19-year-old Hawaii Army National Guard soldier, hitting him in the head and impairing his vision and hearing.

Lisa Moniz told the Star-Bulletin that her son — Hawaii Army National Guard Pvt. Ja Van Yiu Lin — was injured July 19 by his drill sergeant.

Yesterday, Moniz said she hasn’t heard from him for nearly a week and no one from the Army has given her any details as to the extent of his injuries.

Moniz said her son told her in a phone call July 19 that he was standing at attention when his drill sergeant, who was “yelling at the recruits,” picked up a bunk bed and threw it, hitting Yiu Lin in the head.

“My son doesn’t remember anything after until he was in the hospital,” Moniz said.

U.S. Sen. Daniel Akaka, whom Moniz called for help last week, and the Hawaii Army National Guard confirmed that Yiu Lin has returned to his basic-training unit at Fort Sill and that the incident is being investigated.

Jon Long, a Fort Sill spokesman, said yesterday that a report of the incident is being reviewed by the brigade commander.

In an e-mail, Long said that while the investigation is being conducted, the “drill sergeant has been temporarily prohibited from taking part” in training soldiers.

He said Yiu Lin was returned to duty last Tuesday after two follow-up visits to Bleak Troop Medical Clinic “to perform training with the exception of running or marching” for one day. He said Yiu Lin had been treated July 19 and 20 at the emergency room at Reynolds Community Hospital and released.

Long did not release any other details.

Yiu Lin graduated from Waianae High School in May and left July 10 for basic and advance artillery training at Fort Sill, located near Lawton about 85 miles southwest of Oklahoma City. He was assigned to Battery B, 1st Battalion, 355th Regiment.

During the July 19 phone call, Moniz said, her son complained that the vision in his left eye was impaired and hearing in his left ear was limited.

“The pain in his head was unbearable, but the doctor told him that his CT scan was normal and to go back to training,” Moniz said.

Because Army and Hawaii Army National Guard officials did not notify her about her son’s accident, Moniz said she tried unsuccessfully on July 20 to call them. Finally, a Red Cross representative said Army officials at Fort Sill would call her.

Moniz said her son called her again while at the hospital on July 20 using a cell phone belonging to another recruit.

Moniz said her son had to return to the hospital on July 20 because of “intense pain” and bleeding from his nose. This time, he was told that he might have a concussion and was given a painkiller and released.

In that call, Moniz said, her son pleaded for help “because the pain was unbearable.” He said he was told by the drill sergeant that he was at fault and then the connection was lost, she said.

On July 21, Moniz said, Sgt. Brooks Akana of the Hawaii Army National Guard told her that “there was an investigation going on and that on completion of the investigation, he would let me know.”

On that same day, Moniz said, because she still didn’t know the extent of her son’s injuries, she also tried to contact him at Fort Sill. “I was assured by a sergeant who said, ‘Your son is fine. He’s out on duty.'”

Moniz wasn’t satisfied with that answer and called Akaka’s Honolulu office on July 21 and asked the senator to look into the matter.

Later that day, Yiu Lin called his mother saying he was in sick bay and that he couldn’t see out of his left eye, his hearing was muffled in his left ear and there was still intense pain. A Fort Sill spokesman said that from July 21 to 22, Yiu Lin was placed “on quarters (bed rest in his barracks).”

On the afternoon of last Tuesday, Moniz said an Army lieutenant colonel called her from Fort Sill and said, “I assure you … that your soldier is fine.”

Yiu Lin was in the room, Moniz said, and was allowed to talk to her. However, because there were other people in the room, Yiu Lin felt that he couldn’t talk, she said.

“OK, just say yes or no,” Moniz told her son. “Are you OK?” she asked her son. His reply was no.

“Healthwise, are you feeling better?” His reply again was no.

“Do you want me to continue to ask for help?”

Yiu Lin’s response was: “Please, Mom.”

At that point, the soldier was told to say his goodbyes.

On Wednesday, Yiu Lin’s wife, Angela, was told by Hawaii Army National Guard recruiters that an investigation was under way and that they wanted Moniz to stop calling Fort Sill.

THE ISSUE

A Navy recruiter has been accused of making false promises to enlist

Misleading young men and women in order to sign them up for military service makes no sense for anyone involved, including the tricky recruiter.

When enlistees discover they have been deceived, they aren’t likely to view their stints favorably, the military gains service members who are disgruntled and the recruiters — though possibly reaching their enlistment quotas — get bad reputations that can prevent them from doing their jobs effectively. In addition, the military and
recruiters in general are tainted by the bad practices of a few.

Parents and young people as well as older people considering enrolling in the armed forces should make sure they know in detail what’s ahead before they agree to enlist. While a career in the military can provide an education, a range of opportunities and other benefits, potential recruits need to enter the services with eyes wide open.

Two recent Kapolei High School graduates and their families have found that a recruiter’s promises of college benefits weren’t exactly as billed. They were told that the Navy would pay for them to go to college for four years before having to serve four years, but it turned out the sequence was reversed; they were to serve on full-time active duty before earning any college benefits.

The mother of one of the graduates told the Star-Bulletin’s Susan Essoyan she was skeptical of the promises and went with her son to assure herself everything was in order and to verify the terms of enlistment. But they turned out to be otherwise.

The recruiter, Petty Officer 1st Class Jimmy Pecadeso, apparently had been the source of previous problems.

The school’s principal said he had banned Pecadeso from recruiting on campus for being “overly aggressive” and “doing things that appear not to be ethical.” The recruiter’s supervisor was advised of problems several times, the principal said.

Recruiters can meet with students at the school only if parents have given permission and if a counselor is present. However, the resourceful recruiter managed to track down one of the teenagers off campus.

Granted, the teenagers should have known what they were doing, but it appears they were rushed into a decision without the benefit of talking with their families.

A 2006 government study showed that while hard-sell tactics by recruiters were rare, claims of recruiter misconduct were increasing and, because the military did not track all allegations, the problems likely were underestimated.  The study also showed that the majority of recruiters, who are involuntarily assigned the duty, are dissatisfied with the task, which has become increasingly difficult because of the war in Iraq.

The Navy said it is investigating a Honolulu-based recruiter after two Kapolei High School graduates said they were scammed into joining the service.

Cory Miyasato and Joseph Mauga Jr. said Navy recruiter Petty Officer 1st Class Jimmy Pecadeso promised them they would be able to get a free, four-year college education before going off to sea.

Instead, the two 18-year-olds said they found out they would be going off to boot camp and then active duty.

Their families made a complaint to the Navy.

Mass Communication Specialist 1st Class David McKee, a spokesman for Navy Recruiting Station Los Angeles, which includes Hawai’i, said, “We’ve done the preliminary inquiry, and we’ve initiated a formal investigation.”

McKee said Miyasato and Mauga are no longer obligated to fulfill a Navy contract and enter boot camp.

“They’ve asked to be removed from the delayed entry program, and we’ve honored that request,” McKee said.

McKee said he would have to check whether Pecadeso was temporarily relieved of duties, or if he continues to work as a recruiter.

A person who answered the phone at the Kapolei Navy recruiting station said Pecadeso wouldn’t be able to comment, and referred any questions to McKee.

The Navy said it has recruiting offices in Kapolei, ‘Aiea, Honolulu and Kane’ohe.

McKee said Miyasato and Mauga were to go into the Navy under the “delayed entry” program, but that the delay in reporting for boot camp ranges from about a month to, rarely, as long as a year.

McKee said he believes the general integrity of Navy recruiters to be high.

The Los Angeles recruiting office encompasses 54 recruiting stations in California, Hawai’i, Guam, South Korea and Japan, McKee said.

For June, the total goal for the stations is 210 recruits, 30 of whom are expected to come from Hawai’i, Guam, South Korea and Japan, McKee said.

The two Kapolei High School seniors thought they could believe the talkative Navy recruiter in the spotless white uniform. Mauga wanted to become a naval officer after college. His father is a 20-year Navy veteran and 11 of his uncles have served in the military.

Miyasato, an honor student, also was intrigued. “The full-ride scholarship really interested me,” he said. “I am a very trusting person. I thought the U.S. government would be truthful to me.”

With the military under pressure to keep producing fresh troops for an increasingly unpopular war in Iraq, a few recruiters stretch the truth – or worse – to meet their quotas. Mauga and Miyasato, both 18, say they found that out the hard way.

It wasn’t until after the pair enlisted in the Navy’s Delayed Entry Program on May 29 that they discovered they would be going off to boot camp and then full-time active duty, scrubbing and painting ships, before earning any college benefits. And it wasn’t until their irate parents raised a ruckus that they learned that the recruiter who lured them into enlisting had already run into trouble for his heavy-handed tactics with students.

Kapolei High School Principal Alvin Nagasako told the Star-Bulletin that Petty Officer 1st Class Jimmy Pecadeso had been banned from recruiting on campus for being “overly aggressive” and “doing things that appear not to be ethical. It was told to his supervisor by our counselor not once but multiple times,” Nagasako said.

Recruiters are allowed to meet with students at the school only with parental permission and if a counselor is present. In this case, the recruiter tracked down Miyasato off campus after getting his cell-phone number from another student. The seniors were about to graduate from Kapolei High and had already enrolled at local colleges.

Cory’s mother, Jayne Arasaki, was skeptical, so she went along on one visit to the recruiting station and heard the same promise from Pecadeso. “He did lie to me,” she said. “He said the Navy would pay for four years of college and then Cory would be obligated to serve four years.”

Pecadeso did not return a call from the Star-Bulletin, and his supervisor, Petty Officer 1st Class Latasha Kahana, said they were not authorized to speak to the press. But the spokesman for the Navy Recruiting Station Los Angeles, which includes Hawaii, said the case would be investigated.

“Nobody should be railroaded into buying a car, a house, or joining the military under false pretenses by being misled,” said Petty Officer 1st Class David McKee, public affairs officer for the district.

“When it comes out that a recruiter has misled an applicant, it reflects poorly on all recruiters and the Navy and the military,” he said. “The military does take this seriously. The family can be assured that the recruiter is going to be investigated.”

Concern over recruiter tactics prompted a study by the General Accounting Office in 2006 that found claims of recruiter misconduct were on an upswing, although they remained rare. It noted that the military services do not track all allegations and the data likely underestimates the problem.

There were 2,456 claims of recruiter “irregularities” among 22,000 recruiters and nearly 318,000 new enlistees in 2006, according to more recent data from the U.S. State Department. Most involved “concealment, falsification or undue influence.” About one in five claims was substantiated.

“I feel my son was railroaded into enlisting for active duty with the Navy,” Arasaki said. “The whole process took less than a week. Cory was enticed with money, prestige as an officer, college and other military benefits.”

At 5 p.m. the day after she met Pecadeso, the recruiter picked up both boys and whisked them off to spend the night at an airport hotel, courtesy of the Navy, saying they needed to get an early start on medical testing and security clearance at the Military Entrance Processing Station at Pearl Harbor. He promised to have them back by noon.

It was nearly 24 hours before the brought them back, late for graduation practice at 4 p.m. Their worried mothers had been trying to reach them by phone, but their cell phones were confiscated on base as a security measure.

“They were just going to see what they had to offer,” Gloria Mauga said. “I did not know my child was going to come back enlisted. They couldn’t even call to ask us advice. It’s like they kidnapped our sons.”

Their contracts noted that they were eligible for the Navy College Fund, and the boys say they thought they were signing up to go to school full time.

At first, the Maugas thought Joseph might have signed up for ROTC, but when they reviewed the contract, they realized he would be entering as an enlisted man at the lowest level. It was 10 p.m., but they immediately jumped up to call Pecadeso on his cell phone to cancel it.

“He said, ‘Just don’t have him show up (for his ship date) at the end of December, we’ll consider it canceled,'” Joseph Mauga Sr. recalled.

Instead, the families are working to get immediate discharges and written assurances that the boys’ careers will not be affected. McKee, the Navy spokesman, said the two young men can opt out with no penalty.

“At any point in the Delayed Entry Program, if a person decides that they do not want to join the military, they’re not obligated,” he said. “We discourage people from just walking away from the process. But before you go to basic training, you are under no obligation to continue.”

McKee apologized for any miscommunication, and noted that recruiters may feel time pressure as their monthly deadlines approach. Hawaii recruiters are expected to produce 30 new enlistees for the Navy this month.

“Not everyone who becomes a recruiter is a talented communicator,” McKee added. “Some are used to working in an engine room. … Please don’t write the military off completely.”

Pecadeso, who has been a recruiter since 2005, joined the military in 1998 and is trained in surface warfare as a gas system turbine technician-electrician.

He told Mauga and Miyasato they could earn higher pay if they recruited a few friends before going off to basic training. Navy regulations do permit bumping a recruit up to the E-3 level from E-1, a $240 difference per month, if they recruit two or more others.

But at this point, neither boy is interested in trying to sign up anyone else.

“Right now, all I want to do is get out of the military and continue my schooling by going to Leeward Community College,” Miyasato said.

Military recruitment in Hawaii’s public high schools

When it comes to military recruitment in public schools, no child’s information is left inaccessible.

According to a brief section of the 2001 No Child Left Behind Act(NCLB), any school receiving federal funding is required to provide military recruiters with middle and high school students’ names, phone numbers, and addresses upon request. Meanwhile, the Pentagon maintains a Department of Defense (DoD) database known as the Joint Advertising and Market Research Studies Recruiting Database that contains extensive information on approximately 30 million Americansages 16 to 25.

The database is updated daily and includes information such as social security number, grade point average, ethnicity, areas of study, height, weight, email address, selective service registration, and phone number. Individuals may opt out from being included in this database but must repeat this process upon changing address. Many objectors claim that this database violates the Federal Privacy Act.

The military also uses the Armed Services Vocational Aptitude Battery as a means of information gathering. The “most widely used multiple aptitude test in the world,” the DoD develops and maintains the test and more than half of America’s high schools participate. Students’ scores determine which occupations best suit them. Taking the ASVAB is also a requirement for military enlistment.

In order for their tests to be processed, students are required to sign a waiver that allows the military to keep any information provided on the form for various uses. In most cases, military recruiters automatically receive copies of students’ scores, names, grades, sex, addresses, phone numbers, and post-graduation plans unless the school decides against releasing this information.

“Many students will take the ASVAB and not know what it is,” Pitcaithley says. “It gives the military a foot in the door to accessing students.”

One mother says that during her son’s freshmen orientation this summer at Baldwin High School on Maui, a guidance counselor mentioned the ASVAB as a free test offered to students by the military.

“The counselor told us that you don’t have to join the military if you take the test, but didn’t even bring up the fact that the military will have a record of the students’ information and that they may be subject to recruitment, ” the mother says. “I don’t think the schools are trying to be covert but I think they may be misguided.” The mother prefers not to reveal her name because she does not want her son to have problems at school, nor does she want people to think she is unpatriotic. The Baldwin guidance office could not be reached to determine whether the school releases ASVAB information to the military.

Recruitment and Military on Campus

Hawaii ranked fourteenth in the nation in 2006 for the number of active-duty Army recruits per 1,000 youth ages 15 through 24, according to an Army report requested by the National Priorities Project (NPP). The report also ranked Honolulu number 22 out of the top 100 U.S. counties for the number of active-duty Army recruits in 2006.

Combined with the 116,000 retired military personnel living in Hawaii, the military-connected population totals 217,030 (17 percent of Hawaii’s total population). The 2000 U.S. Census found that Hawaii has the largest percentage of its population in the military among the states.”

In addition to military recruiters’ ability to gain access to student information, in many cases they also command a strong presence on high school campuses.

Pete Shimazaki, who has been a teacher on Oahu in various capacities for the past five years, says he witnessed an Army recruiter holding a push-up contest at Farrington High School on Oahu that required students to fill out their name, address, and phone number on a clipboard before competing for an Army T-shirt.

Shimizaki, who is also coordinator for Oahu’s truth in recruiting group, CHOICES, mentions that in some schools recruiters also hold assemblies, give presentations in classrooms, have their own desks at schools, and volunteer to chaperone at school functions.

“You can’t go anywhere without seeing military advertising, ” he says. “There are calendars, lanyards, book covers, and recruiters everywhere.” The DoD’s spending on recruiting stations and advertising surpassed $1.8 billion in 2006. When you include the pay and benefits of 22,000 military recruiters and other related costs the total amount spent is around $4 billion per year, according to the NPP.

A teacher at Hilo High reports that the principal, a former marine, allowed an Air Force jazz band to perform during lunch one day, and while the band was warming up, the students heard the music from their classrooms, got excited, and the classes were disrupted. During the performance, a large banner unraveled before the band revealing a phone number to call to enlist.

“That was nasty. That was not fair,” says the teacher, who chooses not to reveal her identity in order maintain her reputation at the school. “If you’re going to show the military’s side, you have to offer other sides of the story.”

Clare Loprinzi says that when she was substitute teaching at Kealakehe High School on the Big Island two years ago, the career and counselor office walls were covered in military posters with only two posters for colleges. She says she posted two truth-in-recruiting posters that were taken down that same day. Loprinzi says she also aired on the school’s morning announcements and discussed with students some of the realities of military life including the number of women who are raped in the military.

“I was really active at Kealakehe two years ago and then I wasn’t asked back to substitute the following year. Even though teachers told me they wanted me to teach for them, they were told by administration to not ask me to teach for them” Loprinzi says. “If I can’t speak the truth, then I’m not teaching. You’re not going to find other teachers who are willing to speak up like me. They are afraid to lose their jobs.”

Other Hawaii teachers contacted for this article were unwilling to speak out on the subject of military and recruiter presence on campus. Several throughout the state, however, reported witnessing military recruiters approaching special education students.

“We thought this was criminal,” says Diaz, who was contacted by concerned teachers. “The students already have cognitive problems that could affect their decision-making. It’s scary.”

Kajihiro, who hears about military and recruitment abuses through his work with AFSC, says that one teacher reported that his school offered a military recruitment fair without offering any alternative careers or information.

“Schools should not be used for recruiting,” Kajihiro says. “Schools have an obligation to offer a world of possibilities… I think it’s true that some people gain positive experiences from the military, but there are other ways to serve the public without taking a life.”

“The relationship between recruiters and students is an area between adults and kids that people aren’t monitoring,” says Catherine Kennedy, coordinator for Truth2Youth on the Big Island. She mentions several instances she has heard of nationwide in which recruiters have had sexual relations with students. The Associated Press reports that in 2005 more than 80 military recruiters were disciplined for sexual misconduct with potential enlistees and that 722 Army recruiters have been accused of rape and sexual misconduct since 1996.

JROTC

The Junior Reserve Officer Training Corps reports more than 3,200 units nationwide, 501,000 students enrolled, and 700 schools on waiting lists to obtain programs. State education funds and federal DoD funds totaling $600 per JROTC student per year supply instructor salaries, learning materials, uniforms, and equipment. Principals may choose to allocate school funds for additional program needs. Of Hawaii’s 46 public non-charter high schools, 24 have JROTC programs.

“We’re pretty saturated, naturally, as a small state,” says Lt. Col. Antoinette Correia, Hawaii JROTC coordinator. “The JROTC curriculum focuses on civics, physical fitness, and optional extracurricular activities such as rappelling, military skills, marksmanship, obstacle courses, and drill and ceremony.” She reports that six of the state’s JROTC programs offer marksmanship in which cadets fire pellet guns. The JROTC curriculum, a three or four year program for high school students, was developed by the military and is taught by retired military personnel. It emphasizes military service as one of the several ways one can serve and lead the country.

“These recruiters and JROTC instructors are not certified teachers, yet they are given the same access to students as teachers,” Pitcaithley says. “This makes parents and students think they have to trust them.”

West Hawaii Today reported on April 12, 2007, that a male teacher allegedly had sexual relations with a female student in the tenth grade at Kealakehe High School before the school’s Easter break this year. West Hawaii Complex Area Superintendent Art Souza confirms the teacher in question is a JROTC instructor. Souza says the investigation is complete but that a final decision has not yet been made as to what will happen to the instructor, whose name has not yet been released.

“This is a complicated situation,” Souza says. “We have to deal with the teacher’s contract with the DOE, the police investigation and criminal proceedings, and the teacher’s contract with the military.”

Objectors argue that JROTC is yet another way for the military and recruitment to expand its influence in schools. An AFSC executive summary reads: “Public schooling strives to promote respect for other cultures, critical thinking, and basic academic skills in a safe environment. In contrast, JROTC introduces guns into the schools, promotes authoritarian values, uses rote learning methods, and consigns much student time in the program to learning drill, military history and protocol, which have little relevance outside the military.”

Cadets are required to wear JROTC uniforms once a week. At some schools, cadets carry the flag at football games, hold drill meets, and march ahead of the class at graduation ceremonies.

“I’ve seen JRTOC teachers yelling at kids and being really intimidating, ” says Loprinzi of her experiences at Kealakehe High School. She adds that instructors often approach less popular kids to sign up and that students have told her JROTC teachers encourage students to enlist in the military in order to have their college paid for.

“Recruitment is not our goal,” Correia says. “The kids JROTC attracts are often those who can’t find a place in high school. We give them a place where they can belong and where they can feel good about themselves.”

Although the AFSC reports that 45 percent of JROTC cadets join the military after high school, Correia says this figure is around 20 percent for Hawaii programs.

About Face, Forward March, and Community All Stars

The National Guard sponsors three extracurricular programs About Face, Forward March, and Community All Stars that are available to students throughout the nation. In Hawaii, these programs are available in varying degrees on Oahu, Kauai, Molokai, Maui, and the Big Island.

The program pays students $15 per after school session and are available at schools for 12 to 19 year olds, depending on the program. The programs claim to offer work and life skills, critical thinking exercises, supplemental guest speakers, budget and meal planning, among others. Program directors say that these programs are not used for recruiting.

Opting Out

There are options for parents who want to safeguard their children from recruiters and the programs they promote. The NCLB act, states that students or parents can opt out from having their information released to the military. Still, questions remain as to whether people are aware of this option.

In Hawaii, the number of students who opted out from having their personal information released to recruiters rose from 1,913 to 21,836, nearly a quarter of the secondary student body, from the 2005/2006 to 2006/2007 school years. “Students can initiate opt out requests by turning in some formal writing,”says Greg Kanudsen, communications director for the Hawaii State Board of Education (BOE). “Parents don’t even have to sign.” He also explains that opt out requests are valid only for the school year in which they are submitted. One must opt out each year in order to keep information private.

Ann Pitcaithley, coordinator for Maui Careers in Peacemaking, notes that in her experience promoting truth in recruiting she has found that a high percentage of parents are unaware that their children may opt out. Many cases, however, have been reported in which recruiters have contacted students regardless of the fact that they had requested otherwise.

“My daughter opted out and was contacted by recruiters at least twice on her cell phone,” explains Ave Diaz, who launched Careers in Peacemaking in 2005. “They finally ceased when she told them her mother was a peace activist.”

Lies and Truth in Recruiting

Former Navy Officer Pablo Paredes, who made headlines in December 2004 when he refused to deploy to serve the war in Iraq and is now a spokesperson against the war, says the two most common recruitment myths are money for college and job training.

According to an article by Sam Diener of Peacework Magazine, 57 percent of veterans who sign up for the Montgomery GI Bill never receive money for college, and the average payout for veterans who do has been $2,151 a year. The maximum one may receive is $9,036 a year for four years, “still less than the in-state tuition room and board at many state universities, and only a fraction of the cost of a private college,” Diener writes.

One must serve a minimum three years of active duty, receive an honorable discharge, and pay $100 per month for the first 12 months they are in the military in order to be eligible for MGIB. Those who are later ruled ineligible receive no refund.

“Military job training is often restricted to military needs and therefore does not transfer well into the civilian world,” Paredes explains. He says he cannot utilize his Navy technical expertise outside of the military, and because of his discharge conditions, he neither received money for college, nor was he refunded the $1,200 he paid.

Shimazaki, who served as a medic in the Army from 1986 to 1989, says he did receive money for college but that “it wasn’t worth it.” He adds that recruiters told him before he enlisted that if he became a medic in the military he would be able to get a job in a hospital afterward. When he was discharged just before the Gulf War, he found it impossible to find such a job because his skills did not transfer.

“I experienced first hand the pressure from recruiters. They don’t operate on full disclosure,” he says. Currently, Shimazaki is working toward obtaining his Hawaii DOE certification and is student teaching this school year. He also volunteers for the GI Rights Hotline.

“I am concerned with the proliferation of militarism in schools. I have the privilege of seeing what’s been happening in public schools and it’s alarming,” Shimazaki says. “The recruiters use scare tactics. They make students think they’ll never survive financially after high school without joining the military.”

Reports and videos of recruiters telling students they won’t have to go to Iraq if they join, they can get out of the military easily if they change their minds, and they can choose where they are based flood the Internet via YouTube, peace websites, and blogs.

Since the advent of the war in Iraq and NCLB, truth in recruiting groups have been sprouting across the nation with a mission to offer students the “other side” and alternatives to joining the military that they say recruiters and educators fail to mention. There are currently four such groups in Hawaii Truth2Youth on the Big Island, CHOICES on Oahu, Careers in Peacemaking on Maui, and Kauai Peace Ohana on Kauai.

“The objective of CHOICES is not to tell people not to join the military, but to inform young people of the realities of war and the alternatives to military service so that they can make a choice,” Shimazaki says. Similar to other truth in recruiting groups, CHOICES aims to show students other ways to finance college and serve their communities.

“We strive toward advocacy versus activism,” Kennedy says. “Average teenagers aren’t going to know that they don’t have to listen to or can be skeptical of what recruiters say. Recruiters only give one side of the story. They’re under enormous pressure to reach their quotas. Being a recruiter is a really good job compared to others in the military. They get regular hours, they won’t be deployed, they get a car and a cell phone, and they can be close to their families. So recruiters have to keep this job by getting more recruits.”

A facts and statistics sheet compiled for truth in recruiting states, among many other things, that all provisions of a military contract are subject to change, Post Traumatic Stress Disorder affects one out of every six soldiers, soldiers who served in Iraq are committing suicide at higher rates than in any other war where such figures were documented, 90 percent of recent female veterans report sexual harassment within the military, a third of which reported being raped, and that alcohol misuse rose form 13 to 22 percent in the year after soldiers returned from Iraq and Afghanistan. This data was compiled from the DoD, the Veteran’s Association, the Army Times Publication, and the GI Rights Association.

Last year Kennedy and Pitcaithly were successful in holding assemblies in several schools on Maui and the Big Island in which Paredes spoke about the realities of the military and war.

“The kids were just stunned,” Kennedy says. “They knew nothing about war. Kids in a history class I spoke to couldn’t even define ‘civilian casualty.'”

Pitcaithley says she also sets up tables at career fairs, holds workshops in classrooms, and gives presentations to youth groups.

“We take an interactive approach with students. We ask them about their presumptions about the military and their experiences with recruiters and then we debunk their ideas and present the realities,” says Pitcaithley, who also conducts an extensive review of the enlistment contract with students.

The Hawaii BOE Controversial Issues Policy states: “Student discussion of issues which generate opposing points of view shall be considered a normal part of the learning process in every area of the school program…Teachers shall refer students to resources reflecting all points of view.”

There is also a federal ninth circuit court ruling mandating that when the military comes to a high school, students have a legal right
to hear diverse views.

“If schools are allowing recruiters into the schools they have the obligation to offer alternative information and opposing viewpoints
about the military and war,” Kajihiro says.

“The kids aren’t getting facts. They’re getting an aggressive military marketing campaign,” Kennedy says.

Despite the policies and rulings in favor of truth in recruitment, these groups often experience difficulties gaining access to schools.First, they must find a teacher who is willing to support them or invite them to speak to the class, and then, they must obtain approval from the principal to enter the school.

“It’s very, very hard work,” Kennedy says. “It’s intense. It’s me versus the six young, good-looking recruiters for each branch of the military. Sometimes teachers don’t return my calls and say they don’t have time for me to do a presentation because they’re focused on passing tests. Sometimes it’s the principal that doesn’t want to let us in.”

She adds that some teachers are afraid to be perceived as unpatriotic and that other newer teachers are afraid to lose their jobs if they are not tenured. “Are they really serving kids by giving us the runaround?” she asks.

“There’s a lot of fear concerning this issue,” Kajihiro says. If you’re working in a school there’s a lot of pressure. If you say anything that the military doesn’t like you’ll be branded as unpatriotic. ”

A Junior Reserve Officer Training Corps (JROTC) teacher is awaiting disciplinary judgment from the DOE and undergoing investigation by county prosecutors for allegedly having sexual relations with a Kealakehe High School student. The alleged contact was first reported to law enforcement on April 10th. If proven true, the case at Kealakehe will be marked as an extreme incident calling into question the JROTC’s unchecked access and influential presence within U.S. public schools.

The Hawai`i County Office of the Prosecuting Attorney said they are investigating the sexual misconduct case, but have yet to make any charges.

Hawai`i State Department of Education Office of Civil Rights Compliance Director Susan Kitsu said the DOE’s internal investigation of the JROTC teacher has been referred to DOE Complex Area Superintendent Art Souza and Kealakehe High Principal Wil Murakami for disciplinary judgment. “I’m not sure where they’re at,” said Kitsu.

When asked what the status of the case is, Murakami said “the case is closed,” but later clarified that the DOE’s investigation has been completed. When asked what disciplinary action the DOE intends to take, he said that decision will not be publicly released. “In the DOE, any matter that is a personnel issue . . . with regards to the result, that is kept confidential,” said Murakami.

Souza was off-island at a superintendent’s leadership retreat and was unavailable for comment.

A July 25th West Hawai`i Today article on the incident did not specifically mention or disclose that the teacher in question is affiliated with the Army. In the article, Souza said “the circumstances of the case may warrant the involvement of another decision-making party,” alluding that the case would require a disciplinary judgment by the military.

The Kealakehe High School JROTC Department states its mission is “to motivate young people to become better citizens, strengthen character by teaching values associated with service life and develop leadership potential.” JROTC programs, which run through the Army, Navy, Air Force, and Marine Corps, are taught as elective courses at more than three thousand high schools nationwide. There are JROTC units in 25 out of the 42 total Hawai`i Public High Schools. The program is highly regarded by state lawmakers, who fund the program with assistance from the federal Department of Defense. In June 2006, Governor Linda Lingle lauded the program, saying “JROTC cadets are our future leaders. They are role models for their peers and we hope that they will continue to give back to the community.”

In a 2003 funding appropriation by the state legislature for the Kealakehe High JROTC, lawmakers stated “the legislature finds that Congress established the Junior Reserve Officers’ Training Corps (JROTC) program in 1916 with the broad mandate to develop good citizenship and responsibility in young people. JROTC courses are led by active duty and retired military personnel who teach good citizenship, personal responsibility, and service to country. Unlike college-level ROTC programs, JROTC programs do not obligate participating students to join the military. JROTC programs build self-discipline, teamwork, motivation, and confidence in young people, which decreases school-related disciplinary problems for many participating students.

Kyle Kajihiro, director of the Hawai`i American Friend’s Service Committee, has a critical view of the program. He stated “JROTC is a vehicle for grooming recruits and for propagating and normalizing military ideology in our schools and community. It tends to desensitize us to the organized violence that warfare represents.”

Ret. Lt. Colonial Malakie of the Kealakehe High Army JROTC and Ret. Lt. Commander Annette Schlegeimilch of the Waiakea High Navy JROTC both stressed that their JROTC teaching is not a recruiting tool for the military. Congressional records indicate otherwise.

For example, the Senate Armed Services Committee Report on the National Defense Authorization Act for 2000, stated “the committee recognizes that there is a direct relationship between the JROTC program and recruitment. Strong testimony from the Joint Chiefs of Staff this year confirmed this relationship. More than half of the young men and women who voluntarily participate in this high school program affiliate with the military in some fashion after graduation.”

Before the Military Personnel Subcommittee House Committee on Armed Services, commenting on sustaining the U.S.A.’s All-Volunteer Force, Under Secretary of Defense for Personnel and Readiness Rudy De Leon made the following direct statements.

“With regard to recruiting, surveys of Junior ROTC cadets indicate that about 35 percent of the graduating high school seniors in School Year 1997-98 with more than two years participation in the JROTC program are interested in some type of military affiliation (active duty enlistment, officer program participation, or service in the Reserve or Guard). Translating this to hard recruiting numbers, in FYs 1996-1999, about 8,000 new recruits per year entered active duty after completing two years of Junior ROTC. The proportion of JROTC graduates who enter the military following completion of high school is roughly five times greater that the proportion of non-JROTC students.”

In November of 2006, the San Francisco School Board voted to eliminate JROTC from its city schools. Critics of the move, including San Francisco’s mayor, said it would cause the city to be identified as disrespectful towards the sacrifices of men and women in uniform.

A credo posted on the Waiakea JROTC classroom wall, says, in part:”This is my rifle. There are many like it, but this one is mine. My rifle is my best friend. It is my life. I must master it as I must master my life. My rifle without me is useless. Without my rifle, I am useless. I must fire my rifle true. I must shoot straighter than my enemy who is trying to kill me. I must shoot him before he shoots me . . . Before God I swear this creed. My rifle and myself are the defenders of my country. We are the masters of our enemy. We are the saviors of my life. So be it, until there is no enemy, but PEACE.”

Kajihiro says that “the spread of military culture in our schools is a big problem if we truly want to reduce violence in schools.”

“Military discipline is based on a rigid hierarchy, an unquestioning obedience to orders, and when this fails, intimidation and force. Military culture is also charged with a highly aggressive masculinity that tends to denigrate women. This feeds the high rates of sex assault and domestic violence in the military.”

Listeners to local radio station Da Beat 95.9 FM, or any other youth-aimed program, often hear military recruitment ads that say, “serve your country, get regular paychecks and earn money for college . . . ”

In addressing the issue of potential sexual misconduct by its teachers, the Marine Corps JROTC instructor’s handbook states, “instructors must, at all times, avoid any and all occasions of fraternization with cadets, especially with the opposite sex. Admiring cadets often idolize instructors as role models, and there may be an occasion when a cadet attempts to be personal and affectionate with an instructor. Any confirmed incident of an improper relationship between an instructor and a cadet will be cause for immediate de-certification from the Marine Corps JROTC program, and may result in legal charges.”

“The alleged sexual encounter between a student and a JROTC instructor represents an abuse of power and is symptomatic of the bigger problem of militarism,” said Kajihiro. “Local school and elected officials need to stop their uncritical deference to the military and become stronger advocates of our youth and our community.”

He continued “while we must hold the individual JROTC instructor accountable . . . let’s not lose sight of the larger systemic and policy issues raised by this case.”
