As the sun sets on the operation of the Kulani Correctional Facility, a group opposed to the closure held a press conference in Hilo on Thursday to present an alternative.

Ohana Ho’opakele made a statement to the media in front of the Hale Kaulike splintered paddle sculpture, calling for 3 points of action: keep the Kulani minimum security prison open and functioning, allow Ohana Ho’opakele to work with the Department of Public Safety to build a functioning Pu’uhonua at Kulani, and “No military training at Kulani by the State Department of Defense or the U.S. Military.”

The group pointed to a Board of Land and Natural Resources meeting held on Oahu on Thursday, where the U.S. Army Corps of Engineers was seeking the issuance of a Right-of -Entry Permit for Kulani Correctional Facility. Ohana Hoopakele said they fear the area will eventually be turned into a military training area.

The Hawaii National Guard has already said they plan to establish a Youth Challenge Academy at Kulani.

The group hopes the pu`uohonua plan, if it ever comes to pass, would serve as the model for rehabilitation across the state. The area would become a place of refuge, under the Hawaiian process of ho’oponopono (to make right). It would also teach sustainability, stewardship, and other rehabilitative programs like the ones already employed at Kulani.

Ohana Ho`opakele says they are getting a related bill together for the upcoming legislative session.

Hawaii’s public schools are in crisis.

Simply put, there isn’t enough money to keep them open full-time. With the State of Hawaii facing a $1 billion budget deficit through the middle of 2011 and a $468 million budget cut to Hawaii’s Department of Education, in September the Hawaii State Teachers Association (HSTA) voted to accept a two-year contract that includes 17 furlough days for both the 2009-2010 and 2010-2011 academic years.

Commonly referred to in the islands as “furlough Fridays,” the cuts have been scheduled for regular school days, reducing Hawaii’s public instruction from 180 days to 163, the fewest in the nation and ten days less than the state second from the bottom, North Dakota.

The classroom cuts were made despite President Obama and Secretary of Education Arne Duncan’s call for the nation’s schools to increase the amount of classroom time so that the US can better compete in the global marketplace.

With what was, for most parents, an unexpected and unwelcome surprise, the furloughs have sparked a firestorm of debate in which state politics, budget priorities and questions about the impact school cuts will have on students, their families and the state have all come to a head.

There is no shortage of frustration to go around, particularly among parents of public school children. One such parent is Jack Yatsko, a PTSA member and the father of fifth and eighth grade daughters on the island of Kauai. At an anti-furlough rally he helped organize one week prior to the first furlough day, Yatsko said in a speech before Kauai’s state building, “our kids are not poker chips in a high stakes game of budget and contract negotiations.”

Yatsko pointed out that in 2005 and 2006, the Department of Education consistently informed parents that if their child missed 10 or more days of school without a medical excuse, they could be prosecuted for educational neglect.

Of the 34 furlough days planned this year and next, Yatsko said, “this is educational neglect.”

Another parent on Kauai, Nadine Nakamura, has a son in fourth grade and daughter in eighth grade. Nakamura is also a PTSA member and is chair of her School Community Council.

Like Yatsko, she sees a web of blame-game being played. “Everyone is pointing to the other group, saying, ‘it wasn’t us.’ The governor says she wasn’t involved in negotiations. The legislature says the governor wouldn’t raise taxes, then you have the Board of Education and Department of Education saying the legislature and governor shouldn’t have cut their budget in the first place. Some are saying parents should have rallied a long time ago. One state legislator says, “I can’t believe the teachers approved [a contract with furloughs].”

Senate Majority Leader Gary Hooser, among the most vocal state legislators calling for a special legislative session to examine possible alternatives to the furlough days, calls the classroom cuts “unacceptable.”

In an op-ed piece in the Honolulu Advertiser, Hooser suggested a using a portion of a $180 million Hurricane Relief Fund as one way to keep schools open. Hooser has also called for reforming Hawaii’s general excise tax which, unlike most states, generates the bulk of Hawaii’s education funding. So-called “new sin taxes” on soda, processed and fast food, and petroleum oils are potential revenue generators, Hooser wrote.

According to Wil Okabe, president of the Hawaii State Teachers Association, Hawaii’s public schools, which operate as a single school district, cost $5 million a day to run. The latest two-year contract, approved by 81 percent of voting teachers, reduces their pay by nearly 8 percent as it slashes instructional days for students.

And while Hawaii received over $157 million in stimulus funding through the American Recovery and Reinvestment Act, money intended to keep the state from cutting education services, Okabe indicated that it was Governor Lingle who imposed 14 percent budget cuts on the Department of Education while using stimulus money for balancing the state budget. Okabe called it a “shell game.”

He added that Hawaii’s schools do have the opportunity, if they choose, to individually vote to exchange non-instructional work time such as “professional development” or “wavier days” for cancelled class days as an alternative to furlough Fridays.

One woman who knows Hawaii’s education system intimately is Maggie Cox. Currently serving her second four-year term as Kauai’s representative to the Board of Education, Cox has worked as a teacher, vice principal and principal for 40 years in Hawaii. She also served on the negotiating committee for the contracts that include the 17 furlough days.

Cox says that if the governor or state legislature wanted to “bail out” the schools, they could have done so last spring. If they provide the funds, she says, the schools can return to offering full instruction.

While stressing that the Board of Education reduced classroom cuts by over 50 percent (from Lingle’s originally requested 36 days to 17), Cox said, “we did the best we could to have as little impact on the schools as possible.” She concedes that reduced classroom time means some subjects won’t be covered or covered as well (in the classroom). Cox also noted that prior to the furlough days, Hawaii’s academic year was 180 days, in keeping with the majority of public schools across the country but, as she acknowledged, well below that of countries in Europe and Asia.

“When you look at other nations, teachers’ salaries and schools are top priority. The budgets are there for them,” Cox said.

According to Trends in International Mathematics and Science Study 2003 research, the average number of instructional days in Korea, Japan and China was over 221, with Australia, Russia, England and Canada all between 188 and 196 days. With the latest cuts, students in Hawaii could have up to 12 weeks less class time a year than those in East Asia.

Meanwhile, nearly one-third of Hawaii’s public schools are in restructuring as they attempt to meet federal No Child Left Behind requirements and Hawaii’s fourth and eighth graders’ test scores lag behind in National Assessment of Educational Progress rankings.

Here a cut, there a cut

Hawaii’s state employee furloughs haven’t been limited to educators and school employees. One furloughed state employee is Raymond Catania, a social services assistant with the Department of Human Services, Child Services, and an 18-year veteran with the state.

Catania, who has two teenage daughters, one a sophomore at Kauai High School, pulls no punches.

“By forcing teachers to take furloughs, it hits our children. Rich families can send their kids to Punahou (where Obama studied) or other private schools, but the working class can’t afford that so our kids get cheated.”

“The governor got what she wanted – furloughs and layoffs,” Catania said, blaming the Lingle administration for not raising the general excise tax in a bid to please what he called “the business community she represents.”

All options, including the hurricane fund, tax increases and the introduction of a lottery to generate revenue, should be examined, Catania said, adding that the governor shares blame for the school cuts with the teachers’ union leadership.

“They (HSTA) were in the best position to resist the furloughs. There was far more sympathy for teachers and kids than for state workers like me. If the union refused to accept furloughs, there would have been a lot of public support, but they gave in and settled quickly.”

And while many argue that temporary furloughs are better than layoffs, Catania disagrees. “Some elements in the community say, ‘at least we’ve got our jobs.’ The slaves had jobs. So what? My wife and I have three jobs and we can’t even pay our bills and we’re not alone.”

In a state with some of the highest living costs in the nation, where salaries are consistently lower than national averages, Catania’s frustrations are not uncommon. The furloughs and classroom cuts have only rubbed salt in open wounds.

Catania said that with Hawaii’s huge military presence, it is painful to see military expenditures increase, while the host state suffers what he considers disproportionate cuts to education and human services.

Some State of Hawaii education officials expressed similar criticisms of burgeoning military budgets while education programs are slashed, but refused to be quoted by name.

On Oahu, Kyle Kajihiro, program director for the American Friends Service Committee, an international Quaker-founded nonprofit that works for development, peace programs and social justice, sees the current economic crisis as a pretext to cut programs for political or ideological reasons. He said the cuts are indicative of the state’s priorities.

“I have to question why the defense budget keeps going up and up and schools keep getting cut. It’s unconscionable.” Citing the National Priorities Project, Kajihiro points out that since 2001 Hawaii residents have paid a $3 billion share of the wars in Iraq and Afghanistan. “For that same money, Hawaii could have funded 54,718 elementary school teachers for a year,” he said. Hawaii has around 13,000 public school teachers.

Long-term effects of school cuts include lowering Hawaii’s competitiveness and ability to diversify its economy, keeping Hawaii dependent on federal handouts and tied to an economy based on the military and tourism, Kajihiro said.

Instead, Kajihiro said that because Hawaii is an isolated state with finite land and natural resources and heavily reliant on imported food and energy, it could also be a case study of best practices that could apply to the rest of the planet.

“There is experience here based on ancient Hawaiian models that we could be capitalizing on to create a new paradigm of economic development and sustainability, but we need to foster young people with the necessary imagination and schooling to become global leaders.”

“Politicians and community leaders always say children are our future. This is the time they need to prove that they mean it by funding our schools and investing in education.”

The Military-Corporate Legacy of the New Secretary of Education

On December 16th, a friendship forged nearly two decades ago on the hardwood of the basketball court culminated in a press conference at the Dodge Renaissance Academy, an elementary school located on the west side of Chicago. In a glowing introduction to the media, President-elect Barack Obama named Arne Duncan, the chief executive officer of the Chicago Public Schools system (CPS), as his nominee for U.S. Secretary of Education. “When it comes to school reform,” the President-elect said, “Arne is the most hands-on of hands-on practitioners. For Arne, school reform isn’t just a theory in a book — it’s the cause of his life. And the results aren’t just about test scores or statistics, but about whether our children are developing the skills they need to compete with any worker in the world for any job.”

Though the announcement came amidst a deluge of other Obama nominations — he had unveiled key members of his energy and environment teams the day before and would add his picks for the Secretaries of Agriculture and the Interior the next day — Duncan’s selection was eagerly anticipated, and garnered mostly favorable reactions in education circles and in the media. He was described as the compromise candidate between powerful teachers’ unions and the advocates of charter schools and merit pay. He was also regularly hailed as a “reformer,” fearless when it came to challenging the educational status quo and more than willing to shake up hidebound, moribund public school systems.

Yet a closer investigation of Duncan’s record in Chicago casts doubt on that label. As he packs up for Washington, Duncan leaves behind a Windy City legacy that’s hardly cause for optimism, emphasizing as it does a business-minded, market-driven model for education. If he is a “reformer,” his style of management is distinctly top-down, corporate, and privatizing. It views teachers as expendable, unions as unnecessary, and students as customers.

Disturbing as well is the prominence of Duncan’s belief in offering a key role in public education to the military. Chicago’s school system is currently the most militarized in the country, boasting five military academies, nearly three dozen smaller Junior Reserve Officer Training Corps programs within existing high schools, and numerous middle school Junior ROTC programs. More troubling yet, the military academies he’s started are nearly all located in low-income, minority neighborhoods. This merging of military training and education naturally raises concerns about whether such academies will be not just education centers, but recruitment centers as well.

Rather than handing Duncan a free pass on his way into office, as lawmakers did during Duncan’s breezy confirmation hearings last week, a closer examination of the Chicago native’s record is in order. Only then can we begin to imagine where public education might be heading under Arne Duncan, and whether his vision represents the kind of “change” that will bring our students meaningfully in line with the rest of the world.

The Militarization of Secondary Education

Today, the flagship projects in CPS’s militarization are its five military academies, affiliated with either the Army, Navy, or Marines. All students — or cadets, as they’re known — attending one of these schools are required to enroll as well in the academy’s Junior ROTC program. That means cadets must wear full military uniforms to school everyday, and undergo daily uniform inspections. As part of the academy’s curriculum, they must also take a daily ROTC course focusing on military history, map reading and navigation, drug prevention, and the branches of the Department of Defense.

Cadets can practice marching on an academy’s drill team, learn the proper way to fire a weapon on the rifle team, and choose to attend extracurricular spring or summer military training sessions. At the Phoenix Military Academy, cadets are even organized into an academy battalion, modeled on an Army infantry division battalion, in which upper-class cadets fill the leading roles of commander, executive officer, and sergeant major.

In addition, military personnel from the U.S. armed services teach alongside regular teachers in each academy, and also fill administrative roles such as academy “commandants.” Three of these military academies were created in part with Department of Defense appropriations — funds secured by Illinois lawmakers — and when the proposed Air Force Academy High School opens this fall, CPS will be the only public school system in the country with Air Force, Army, Navy, and Marine Corps high school academies.

CPS also boasts almost three dozen smaller Junior ROTC programs within existing high schools that students can opt to join, and over 20 voluntary middle school Junior ROTC programs. All told, between the academies and the voluntary Junior ROTC programs, more than 10,000 students are enrolled in a military education program of some sort in the CPS system. Officials like Duncan and Chicago Mayor Richard M. Daley justify the need for the military academies by claiming they do a superlative job teaching students discipline and providing them with character-building opportunities. “These are positive learning environments,” Duncan said in 2007. “I love the sense of leadership. I love the sense of discipline.”

Without a doubt, teaching students about discipline and leadership is an important aspect of being an educator. But is the full-scale uniformed culture of the military actually necessary to impart these values? A student who learns to play the cello, who studies how to read music, will learn discipline too, without a military-themed learning environment. In addition, encouraging students to be critical thinkers, to question accepted beliefs and norms, remains key to a teacher’s role at any grade level. The military’s culture of uniformity and discipline, important as it may be for an army, hardly aligns with these pedagogical values.

Of no less concern are the types of students Chicago’s military academies are trying to attract. All of CPS’s military academies (except the Rickover Naval Academy) are located in low-income neighborhoods with primarily black and/or Hispanic residents. As a result, student enrollment in the academies consists almost entirely of minorities. Whites, who already represent a mere 9% of the students in the Chicago system, make up only 4% of the students enrolled in the military academies.

There is obviously a correlation between these low-income, minority communities, the military academies being established in them, and the long-term recruitment needs of the U.S. military. The schools essentially functional as recruiting tools, despite the expectable military disclaimers. The Chicago Tribune typically reported in 1999 that the creation of the system’s first military school in the historically black community of Bronzeville grew, in part, out of “a desire for the military to increase the pool of minority candidates for its academies.” And before the House Armed Services Committee in 2000, the armed services chiefs of staff testified that 30%-50% of all Junior ROTC cadets later enlist in the military. Organizations opposing the military’s growing presence in public schools insist that it’s no mistake the number of military academies in Chicago is on the rise at a time when the U.S. military has had difficulty meeting its recruitment targets while fighting two unpopular wars.

It seems clear enough that, when it comes to the militarization of the Chicago school system, whatever Duncan’s goals, the results are likely to be only partly “educational.”

Merging the Market and the Classroom

While discussing his nomination, President-elect Obama praised the fact that Duncan isn’t “beholden to any one ideology.” A closer examination of his career in education, however, suggests otherwise. As Chicago’s chief executive officer (not to be confused with CPS’s chief education officer), Duncan ran his district in a most businesslike manner. As he put it in a 2003 profile in Catalyst Chicago, an independent magazine that covers education reform, “We’re in the business of education.” And indeed, managing the country’s third-largest school system does require sharp business acumen. But what’s evident from Duncan’s seven years in charge is his belief that the business of education should, first and foremost, embrace the logic of the free market and privatization.

Duncan’s belief in privatizing public education can be most clearly seen in Chicago’s Renaissance 2010 plan, the centerpiece of his time in that city. Designed by corporate consulting firm A.T. Kearney and backed by the Commercial Club of Chicago, an organization representing some of the city’s largest businesses, Renaissance 2010 has pushed hard for the closing of underperforming schools — to be replaced by multiple new, smaller, “entrepreneurial” schools. Under the plan, many of the new institutions established have been privatized charter or “contract” schools run by independent nonprofit outfits. They, then, turn out to have the option of contracting school management out to for-profit education management organizations. In addition, Renaissance 2010 charter schools, not being subject to state laws and district initiatives, can — as many have — eliminate the teachers’ union altogether.

Under Duncan’s leadership, CPS and Renaissance 2010 schools have adopted a performance-driven style of governance in which well-run schools and their teachers and administrators are rewarded, and low-performing schools are penalized. As Catalyst Chicago reported, “Star schools and principals have been granted more flexibility and autonomy, and often financial freedom and bonus pay.” Low-performing schools put on probation, on the other hand, “have little say over how they can spend poverty funding, an area otherwise controlled by elected local school councils… [Local school councils] at struggling schools have also lost the right to hire or fire principals — restrictions that have outraged some parent activists.”

Students as well as teachers and principals are experiencing firsthand the impact of Duncan’s belief in competition and incentive-based learning. This fall, the Chicago Public Schools rolled out a Green for Grade$ program in which the district will pay freshmen at 20 selected high schools for good grades — $50 in cash for an A, $35 for a B, and even $20 for a C. Though students not surprisingly say they support the program — what student wouldn’t want to get paid for grades? — critics contend that cash-for-grades incentives, which stir interest in learning for all the wrong reasons, turn being educated into a job.

Duncan’s rhetoric offers a good sense of what his business-minded approach and support for bringing free-market ideologies into public education means. At a May 2008 symposium hosted by the Renaissance Schools Fund, the nonprofit financial arm of Renaissance 2010, entitled “Free to Choose, Free to Succeed: The New Market of Public Education,” Duncan typically compared his job running a school district to that of a stock portfolio manager. As he explained, “I am not a manager of 600 schools. I’m a portfolio manager of 600 schools and I’m trying to improve the portfolio.” He would later add, “We’re trying to blur the lines between the public and the private.”

A Top-Down Leadership Style

Barack Obama built his campaign on impressive grassroots support and the democratic nature of his candidacy. Judging by his continued outreach to supporters, he seems intent on leading, at least in part, with the same bottom-up style. Duncan’s style couldn’t be more different.

Under Duncan, the critical voices of parents, community leaders, students, and teachers regularly fell on deaf ears. As described by University of Illinois at Chicago professor and education activist Pauline Lipman in the journal Educational Policy in 2007, Renaissance 2010 provoked striking resistance within affected communities and neighborhoods. There were heated community hearings and similarly angry testimony at Board of Education meetings, as well as door-to-door organizing, picketing, and even, at one point, a student walk-out.

“The opposition,” Lipman wrote, “brought together unions, teachers, students, school reformers, community leaders and organizations, parents in African American South and West Side communities, and some Latino community activists and teachers.” Yet, as she pointed out recently, mounting neighborhood opposition had little effect. “I’m pretty in tune with the grassroots activism in education in Chicago,” she said, “and people are uniformly opposed to these policies, and uniformly feel that they have no voice.”

During Duncan’s tenure, decision-making responsibilities that once belonged to elected officials shifted into the hands of unelected individuals handpicked by the city’s corporate or political elite. For instance, elected local school councils, made up mostly of parents and community leaders, are to be scaled back or eliminated altogether as part of Renaissance 2010. Now, many new schools can simply opt out of such councils.

Then there’s the Renaissance Schools Fund. It oversees the selection and evaluation of new schools and subsequent investment in them. Made up of unelected business leaders, the CEO of the system, and the Chicago Board of Education president, the Fund takes the money it raises and makes schools compete against each other for limited private funding. It has typically been criticized by community leaders and activists for being an opaque, unaccountable body indifferent to the will of Chicago’s citizens.

Making the grade?

Despite his controversial educational policies, Duncan’s supporters ultimately contend that, as the CEO of Chicago’s schools, he’s gotten results where it matters — test scores. An objective, easily quantifiable yet imperfect measure of student learning, test scores have indeed improved in several areas under Duncan (though many attribute this to lowered statewide testing standards and more lenient testing guidelines). Between 2001 and 2008, for instance, the percentage of elementary school students meeting or exceeding standards on the Illinois Standards Achievement Test increased from 39.5% to 65%. The number of CPS students meeting or exceeding the Illinois Learning Standards, another statewide secondary education achievement assessment, also increased from 38% in 2002 to 60% in 2008.

When measured on a national scale, however, Duncan’s record looks a lot less impressive. In comparison to other major urban school districts (including Los Angeles, Boston, New York City, and Washington, D.C.) in the National Assessment of Educational Progress, or “The Nation’s Report Card,” Chicago fourth and eighth graders ranked, with only one exception, in the bottom half of all districts in math, reading, and science in 2003, 2005 and 2007. In addition, from 2004 to 2008, the Chicago Public Schools district failed to make “adequate yearly progress” as mandated by the Bush administration’s No Child Left Behind Act.

Even if Duncan’s policies do continue to boost test scores in coming years, the question must be asked: At whose expense? In a competition-driven educational system, some schools will, of course, succeed, receiving more funding and so hiring the most talented teachers. At the same time, schools that aren’t “performing” will be put on probation, stripped of their autonomy, and possibly closed, only to be reopened as privately-run outfits — or even handed over to the military. The highest achieving students (that is, the best test-takers) will have access to the most up-to-date facilities, advanced equipment, and academic support programs; struggling students will likely be left behind, separate and unequal, stuck in decrepit classrooms and underfunded schools.

Public education is not meant to be a win-lose, us-versus-them system, nor is it meant to be a recruitment system for the military — and yet this, it seems, is at the heart of Duncan’s legacy in Chicago, and so a reasonable indication of the kind of “reform” he’s likely to bring to the country as education secretary.

PENTAGON MUSCLING IN EVERYWHERE. TIME TO STOP THE MISSION CREEP

We no longer have a civilian-led government. It is hard for a lifelong Republican and son of a retired Air Force colonel to say this, but the most unnerving legacy of the Bush administration is the encroachment of the Department of Defense into a striking number of aspects of civilian government. Our Constitution is at risk.

President-elect Barack Obama’s selections of James L. Jones, a retired four-star Marine general, to be his national security adviser and, it appears, retired Navy Adm. Dennis C. Blair to be his director of national intelligence present the incoming administration with an important opportunity — and a major risk. These appointments could pave the way for these respected military officers to reverse the current trend of Pentagon encroachment upon civilian government functions, or they could complete the silent military coup d’etat that has been steadily gaining ground below the radar screen of most Americans and the media.

While serving the State Department in several senior capacities over the past four years, I witnessed firsthand the quiet, de facto military takeover of much of the U.S. government. The first assault on civilian government occurred in faraway places — Iraq and Afghanistan — and was, in theory, justified by the exigencies of war.

The White House, which basically let the Defense Department call the budgetary shots, vastly underfunded efforts by the State Department, the Justice Department and the U.S. Agency for International Development to train civilian police forces, build functioning judicial systems and provide basic development services to those war- torn countries. For example, after the 2003 invasion of Iraq, the Justice Department and the State Department said that they needed at least 6,000 police trainers in the country. Pentagon officials told some of my former staffers that they doubted so many would be needed. The civilians’ recommendation “was quickly reduced to 1,500 [trainers] by powers-that-be above our pay grade,” Gerald F. Burke, a retired major in the Massachusetts State Police who trained Iraqi cops from 2003 to 2006, told Congress last April. Just a few hundred trainers ultimately wound up being fielded, according to Burke’s testimony.

Until this year, the State Department received an average of about $40 million a year for rule-of-law programs in Afghanistan, according to the department’s Bureau of International Narcotics and Law Enforcement Affairs — in stark contrast to the billions that the Pentagon got to train the Afghan army. Under then-Defense Secretary Donald H. Rumsfeld, the Defense Department failed to provide even basic security for the meager force of civilian police mentors, rule-of-law advisers and aid workers from other U.S. agencies operating in Afghanistan and Iraq, driving policymakers to turn to such contracting firms as Blackwater Worldwide. After having set the rest of the U.S. government up for failure, military authorities then declared that the other agencies’ unsuccessful police-training efforts required military leadership and took them over — after brutal interagency battles at the White House.

The result of letting the Pentagon take such thorough charge of the programs to create local police forces is that these units, in both Iraq and Afghanistan, have been unnecessarily militarized — producing police officers who look more like militia members than ordinary beat cops. These forces now risk becoming paramilitary groups, well armed with U.S. equipment, that could run roughshod over Iraq and Afghanistan’s nascent democracies once we leave.

Or consider another problem with the rising influence of the Pentagon: the failure to address the ongoing plague of poppy farming and heroin production in Afghanistan. This fiasco was in large part the result of the work of non-expert military personnel, who discounted the corrosive effects of the Afghan heroin trade on our efforts to rebuild the country and failed to support civilian-run counter-narcotics programs. During my tenure as the Bush administration’s anti-drug envoy to Afghanistan, I also witnessed JAG officers hiring their own manifestly unqualified Afghan legal “experts,” some of whom even lacked law degrees, to operate outside the internationally agreed- upon, Afghan-led program to bring impartial justice to the people of Afghanistan. This resulted in confusion and contradiction.

One can also see the Pentagon’s growing muscle in the recent creation of the U.S. military command for Africa, known as Africom. This new command supposedly has a joint civilian-military purpose: to coordinate soft power and traditional hard power to stop al-Qaeda and its allies from gaining a foothold on the continent. But Africom has gotten a chilly reception in post-colonial Africa. Meanwhile, U.S. competitors such as China are pursuing large African development projects that are being welcomed with open arms. Since the Bush administration has had real successes with its anti-AIDS and other health programs in Africa, why exactly do we need a military command there running civilian reconstruction, if not to usurp the efforts led by well-respected U.S. embassies and aid officials?

And, of course, I need not even elaborate on the most notorious effect of the military’s growing reach: the damage that the military tribunals at Guantanamo Bay, Cuba, and such military prisons as Abu Ghraib have done to U.S. credibility around the world.

But these initial military takeovers of civilian functions all took place a long distance from home. “We are in a war, after all,” Ronald Neumann, a former U.S. ambassador to Afghanistan, told me by way of explaining the military’s huge role in that country — just before the Pentagon seemingly had him removed in 2007 because of his admirable efforts to balance military and civilian needs. (I heard angry accounts of the Pentagon’s role in Neumann’s “retirement” at the time from knowledgeable diplomats, one of them very senior.) But our military forces, in a bureaucratic sense, soon marched on Washington itself.

As military officers sought to take over the role played by civilian development experts abroad, Pentagon bureaucrats quietly populated the National Security Council and the State Department with their own personnel (some civilians, some consultants, some retired officers, some officers on “detail” from the Pentagon) to ensure that the Defense Department could keep an eye on its rival agencies. Vice President Cheney, himself a former secretary of defense, and his good friend Rumsfeld ensured the success of this seeding effort by some fairly forceful means. At least twice, I saw Cheney staffers show up unannounced at State Department meetings, and I heard other State Department officials grumble about this habit. The Rumsfeld officials could play hardball, sometimes even leaking to the press the results of classified meetings that did not go their way in order to get the decisions reversed. After I got wind of the Pentagon’s dislike for the approved interagency anti-drug strategy for Afghanistan, details of the plan quickly wound up in the hands of foreign countries sympathetic to the Pentagon view. I’ve heard other, similarly troubling stories about leaks of classified information to the press.

Many of Cheney’s and Rumsfeld’s cronies still work at the Pentagon and elsewhere. Rumsfeld’s successor, Robert M. Gates, has spoken of increasing America’s “soft power,” its ability to attract others by our example, culture and values, but thus far, this push to reestablish civilian leadership has been largely talk and little action. Gates is clearly sincere about chipping away at the military’s expanding role, but many of his subordinates are not.

The encroachment within America’s borders continued with the military’s increased involvement in domestic surveillance and its attempts to usurp the role of the federal courts in reviewing detainee cases. The Pentagon also resisted ceding any authority over its extensive intelligence operations to the first director of national intelligence, John D. Negroponte — a State Department official who eventually gave up his post to Mike McConnell, a former Navy admiral. The Bush administration also appointed Michael V. Hayden, a four-star Air Force general, to be the director of the CIA. National Security Adviser Stephen J. Hadley saw much of the responsibility for developing and implementing policy on the wars in Iraq and Afghanistan — surely the national security adviser’s job — given to Lt. Gen. Douglas E. Lute, Bush’s new “war czar.” By 2008, the military was running much of the national security apparatus.

The Pentagon opened a southern front earlier this year when it attempted to dominate the new Merida Initiative, a promising $400 million program to help Mexico battle drug cartels. Despite the admirable efforts of the federal drug czar, John P. Walters, to keep the White House focused on the civilian law-enforcement purpose of the Merida Initiative, the military runs a big chunk of that program as well.

Now the Pentagon has drawn up plans to deploy 20,000 U.S. soldiers inside our borders by 2011, ostensibly to help state and local officials respond to terrorist attacks or other catastrophes. But that mission could easily spill over from emergency counterterrorism work into border-patrol efforts, intelligence gathering and law enforcement operations — which would run smack into the Posse Comitatus Act, the long-standing law restricting the military’s role in domestic law enforcement. So the generals are not only dominating our government activities abroad, at our borders and in Washington, but they also seem to intend to spread out across the heartland of America.

If President-elect Obama wants to reverse this trend, he must take four steps — and very quickly:

1. Direct — or, better yet, order — Gates, Jones, Blair and the other military leaders in his Cabinet to rid the Pentagon’s lower ranks of Rumsfeld holdovers whose only mission is to increase the power of the Pentagon.

2. Turn Gates’s speeches on the need to promote soft power into reality with a massive transfer of funds from the Pentagon to the State Department, the Justice Department and USAID.

3. Put senior, respected civilians — not retired or active military personnel — into key subsidiary positions in the intelligence community and the National Security Council.

4. Above all, he should let his appointees with military backgrounds know swiftly and firmly that, under the Constitution, he is their commander, and that he will not tolerate the well-rehearsed lip service that the military gave to civilian agencies and even President Bush over the past four years.

In short, he should retake the government before it devours him and us — and return civilian-led government to the people of the United States.

Ati addeng-miyo your Excellencies. My name is Julian Aguon and I appear before you with the full support and blessings of my elders. I address you on behalf of the indigenous Chamoru people of Guam, an endangered people now being rushed toward full-blown extinction.

In 2008, the indigenous Chamoru people of Guam brace ourselves for a storm of U.S. militarization so enormous in scope, so volatile in nature, so irreversible in consequence. U.S. military realignment in the Asia-Pacific region seeks to homeport sixty percent of its Pacific Fleet in and around our ancient archipelago. With no input from the indigenous Chamoru people and over our deepening dissent, the US plans to flood Guam, its Colony in Perpetuity, with upwards of 50,000 people, which includes the 8,000 U.S. Marines and their 9,000 dependents being ousted by Okinawa and an outside labor force estimated upwards of 20,000 workers on construction contracts. In addition, six nuclear submarines will be added to the three already stationed in Guam as well as a monstrous Global Strike Force, a strike and intelligence surveillance reconnaissance hub at Andersen Air Force Base.

This buildup only complements the impressive Air Force and Navy show of force occupying 1/3 of our 212 square mile island already. This massive military expansionism exacts devastating consequences on my people, who make up only 37% of the 170,000 people living in Guam and who already suffer the signature maladies of a colonial condition.

The military buildup of Guam endangers our fundamental and inalienable human right to self-determination, the exercise of which our Administering Power, the United States, has strategically denied us-in glaring betrayal of its international obligations under the United Nations Charter, the Universal Declaration on Human Rights, the International Covenant on Civil and Political Rights, UN General Assembly Resolution 1514, to name but some.

The unilateral decision to hyper-militarize our homeland is the latest in a long line of covenant breaches on the part of our Administering Power to guide Guam toward self-governance. It was made totally without consulting the indigenous Chamoru people. No public education campaign regarding the social, cultural, and political consequences of this hyper-militarization has been seriously undertaken or even contemplated.

Of the 10.3 billion dollars settled upon by the U.S. and Japan for the transfer of U.S. Marines from Okinawa to Guam, nothing has been said as to whether or not this money will be used to improve our flailing infrastructure. Recently, the largest joint military exercise in recent history conducted what were casually called war games off Guam waters. 22,000 US military personnel, 30 ships, and 280 aircraft partook in “Valiant Shield.” That weekend, water was cut off to a number of local villages on the Navy water line. The local people of those villages went some thirty days without running water. Across the military-constructed fence, the tap flowed freely for the U.S. military population. The suggestion of late is that Guam is expected to foot the bill of this re-occupation. Meetings with defense officials have proved empty. Military officers we have met with inform us only of their inability to commit to anything. In effect, they repeat that they have no working plans to spend money on civilian projects. Dollars tied to this transfer have been allocated to development only within the bases. Money for education in the territory will again be allocated to schools for children of U.S. military personnel and not ours. Meanwhile, virtually every public sector in Guam is being threatened with privatization.

There is talk of plans to condemn more of our land to accommodate its accelerated military needs. In contrast, there is no talk of plans to clean up radioactive contaminations (strontium, in particular) of Guam from toxins leftover from the U.S.’ World War II activities and its intense nuclear bombing campaign of the Marshall Islands only 1200 miles from Guam. Indeed, the indigenous Chamoru people of Guam suffer extraordinarily high rates of cancer and dementia-related illness due to the U.S.’ widespread toxic contamination of Guam. For example, Chamorus suffer from nasopharynx cancer at a rate 1,999% higher than the U.S. average (per 100,000). To boot, Guam has 19 Superfund sites, most of which are associated with U.S. military base activities as in the case of Andersen Air Force Base and the former Naval Air Station. Nineteen sites is a significant number in consideration of the island’s small size of 212 square meters.
There is also no word on whether or not the U.S. plans to pay war reparations due to us since it forgave Japan its World War II war crimes committed against the Chamorus.
Like an awful re-run of World War II, when the U.S. unilaterally forgave Japan its horrific war crimes on our people, the US is back at the table negotiating away our human rights including our right to self-determination. Beyond the B-2 bombers in our skies, the ships playing war games in our waters, the added weapons of mass destruction, and the contamination that has robbed us of so many loved ones by way of our extraordinarily high rates of cancers and dementia-related illnesses, there is a growing desperation back home. A desperate lethargy in the wind. A realization that if the UN remains unable to slow the manic speed of US militarization, Chamorus as a people will pass.

In 2005 and 2006, we appeared before the UN Special Political and Decolonization Committee, alerting the UN organ of these two frightening facts: 1) it was recently discovered that the U.S. Department of Interior purposefully killed a presidential directive handed down in 1975, which ordered that Guam be given a commonwealth status no less favorable than the one the U.S. was negotiating with the Commonwealth of the Northern Mariana Islands at that time; and 2) a campaign of the Guam Chamber of Commerce (primarily consisting of U.S. Statesiders) to privatize every one of Guam’s public resources (the island’s only water provider, only power provider, only local telephone provider, public schools, and its only port, on an island that imports 85-90% of its food and where private monopolies of public goods would truly make us captive to the forces of the market) is undermining our ancient indigenous civilization with violent speed. Eating us whole.
Not much has changed since we last were here in New York. Our power provider has been privatized, our telecommunications sold. Our only water provider and one port are under relentless attack. The meager, questionable victories we have had to stay this mass privatization are only the result of indigenous Chamoru grassroots activists who, on their own-with no financial, institutional, or strategic support-holding both their hands up, holding the line as best they can. At great personal cost.

Your Excellencies: Know this-the indigenous Chamoru people of Guam are neither informed nor unified around this military buildup despite dominant media representations. For all intents and purposes, there is no free press in Guam. Local media only makes noise of the re-occupation, not sense of it. The Pacific Daily News-the American subsidiary newspaper that dominates the discourse-has cut off the oxygen supply to indigenous resistance movement. Rather than debating this buildup’s enormous sociopolitical, environmental and cultural consequences, it has framed the conversation around how best to ask the U.S. (politely) for de facto consideration of our concerns. Without appearing un-American.

We are not Americans. We are Chamorus. We are heirs to a matrilineal, indigenous civilization born two thousand years before Jesus. And we are being disappeared. Off your radar.
All this, and only two years until the end of the Second International Decade for the Eradication of Colonialism. And no midterm review by the Special Committee on Decolonization. No designation of any expert to track Guam’s progress, or lack thereof, toward progressing off the UN list of Non-Self-Governing Territories. Not one UN visiting mission to Guam.

It is a sad commentary that the Administering Power year after year abstains or votes against UN resolutions addressing the “Question of Guam” and resolutions reflecting the work of the UN on decolonization including the resolution on the Second International Decade for the Eradication of Colonialism and the very recent Declaration on the Rights of Indigenous Peoples. With this non-support by Guam’s Administering Power, it is no wonder that the list of the Non-Self-Governing Territories under the administration of the United States has turned half a century old with little progress.

We Chamorus come to New York year after year, appealing to the UN decolonization committee to follow through with its mandate. Indeed, the UN has collected almost thirty years of our testimony, with nothing to show for it. I represent today the third generation of Chamoru activists to appear before the UN, desperately trying to safeguard our inalienable, still unrealized, human right to self-determination.

The failure of the U.S. to honor its international obligations to Guam and her native people, the non-responsiveness of the UN Special Committee on Decolonization to our rapid deterioration, and the overall non-performance of relevant U.S. and UN Decolonization organs and officials combine to carry our small chance of survival to its final coffin.

All this combines to elevate the human rights situation in Guam as a matter not only of decolonization, but ethnic cleansing.

Indeed, when future generations look upon these days, they might label Guam not merely a U.S. colony, but rather, a UN colony.

To date the Forum has deferred to the Special Committee. The time has come for the Forum to take the lead. To this end we request the Forum take the following action:

Sponsor an expert seminar in conjunction with the UN Committee on the Elimination of Racial Discrimination and the Special Committee on Decolonization to examine the impact of the UN decolonization process regarding the indigenous peoples of the NSGTs-now and previously listed on the UN list of NSGTs. This seminar must be under the auspices of the Forum due to existing problems with the Secretariat of the Special Committee. We request that Independent Expert Carlyle G. Corbin be included in the seminar as well as the UN Special Rapporteur on the Human Rights and Fundamental Freedoms of Indigenous Peoples.

Utilize the Inter-Agency Support Group to begin to implement the Program of Implementation (POI) with UN Agencies, UNDP, UNEP and other agencies and specialized bodies as directed by the General Assembly; and

Communicate its concern for the human rights of indigenous peoples and all peoples in the NSGTs to the UN Human Rights Council and request that the Council designate a Special Rapporteur on the Situation of the Peoples of the Non-Self-Governing Territories.

Pentagon to Detail Troops to Bolster Domestic Security

The U.S. military expects to have 20,000 uniformed troops inside the United States by 2011 trained to help state and local officials respond to a nuclear terrorist attack or other domestic catastrophe, according to Pentagon officials.

The long-planned shift in the Defense Department’s role in homeland security was recently backed with funding and troop commitments after years of prodding by Congress and outside experts, defense analysts said.

There are critics of the change, in the military and among civil liberties groups and libertarians who express concern that the new homeland emphasis threatens to strain the military and possibly undermine the Posse Comitatus Act, a 130-year-old federal law restricting the military’s role in domestic law enforcement.

But the Bush administration and some in Congress have pushed for a heightened homeland military role since the middle of this decade, saying the greatest domestic threat is terrorists exploiting the proliferation of weapons of mass destruction.

Before the terrorist attacks of Sept. 11, 2001, dedicating 20,000 troops to domestic response — a nearly sevenfold increase in five years — “would have been extraordinary to the point of unbelievable,” Paul McHale, assistant defense secretary for homeland defense, said in remarks last month at the Center for Strategic and International Studies. But the realization that civilian authorities may be overwhelmed in a catastrophe prompted “a fundamental change in military culture,” he said.

The Pentagon’s plan calls for three rapid-reaction forces to be ready for emergency response by September 2011. The first 4,700-person unit, built around an active-duty combat brigade based at Fort Stewart, Ga., was available as of Oct. 1, said Gen. Victor E. Renuart Jr., commander of the U.S. Northern Command.

If funding continues, two additional teams will join nearly 80 smaller National Guard and reserve units made up of about 6,000 troops in supporting local and state officials nationwide. All would be trained to respond to a domestic chemical, biological, radiological, nuclear, or high-yield explosive attack, or CBRNE event, as the military calls it.

Military preparations for a domestic weapon-of-mass-destruction attack have been underway since at least 1996, when the Marine Corps activated a 350-member chemical and biological incident response force and later based it in Indian Head, Md., a Washington suburb. Such efforts accelerated after the Sept. 11 attacks, and at the time Iraq was invaded in 2003, a Pentagon joint task force drew on 3,000 civil support personnel across the United States.

In 2005, a new Pentagon homeland defense strategy emphasized “preparing for multiple, simultaneous mass casualty incidents.” National security threats were not limited to adversaries who seek to grind down U.S. combat forces abroad, McHale said, but also include those who “want to inflict such brutality on our society that we give up the fight,” such as by detonating a nuclear bomb in a U.S. city.

In late 2007, Deputy Defense Secretary Gordon England signed a directive approving more than $556 million over five years to set up the three response teams, known as CBRNE Consequence Management Response Forces. Planners assume an incident could lead to thousands of casualties, more than 1 million evacuees and contamination of as many as 3,000 square miles, about the scope of damage Hurricane Katrina caused in 2005.

Last month, McHale said, authorities agreed to begin a $1.8 million pilot project funded by the Federal Emergency Management Agency through which civilian authorities in five states could tap military planners to develop disaster response plans. Hawaii, Massachusetts, South Carolina, Washington and West Virginia will each focus on a particular threat — pandemic flu, a terrorist attack, hurricane, earthquake and catastrophic chemical release, respectively — speeding up federal and state emergency planning begun in 2003.

Last Monday, Defense Secretary Robert M. Gates ordered defense officials to review whether the military, Guard and reserves can respond adequately to domestic disasters.

Gates gave commanders 25 days to propose changes and cost estimates. He cited the work of a congressionally chartered commission, which concluded in January that the Guard and reserve forces are not ready and that they lack equipment and training.

Bert B. Tussing, director of homeland defense and security issues at the U.S. Army War College’s Center for Strategic Leadership, said the new Pentagon approach “breaks the mold” by assigning an active-duty combat brigade to the Northern Command for the first time. Until now, the military required the command to rely on troops requested from other sources.

“This is a genuine recognition that this [job] isn’t something that you want to have a pickup team responsible for,” said Tussing, who has assessed the military’s homeland security strategies.

The American Civil Liberties Union and the libertarian Cato Institute are troubled by what they consider an expansion of executive authority.

Domestic emergency deployment may be “just the first example of a series of expansions in presidential and military authority,” or even an increase in domestic surveillance, said Anna Christensen of the ACLU’s National Security Project. And Cato Vice President Gene Healy warned of “a creeping militarization” of homeland security.

“There’s a notion that whenever there’s an important problem, that the thing to do is to call in the boys in green,” Healy said, “and that’s at odds with our long-standing tradition of being wary of the use of standing armies to keep the peace.”

McHale stressed that the response units will be subject to the act, that only 8 percent of their personnel will be responsible for security and that their duties will be to protect the force, not other law enforcement. For decades, the military has assigned larger units to respond to civil disturbances, such as during the Los Angeles riot in 1992.

U.S. forces are already under heavy strain, however. The first reaction force is built around the Army’s 3rd Infantry Division’s 1st Brigade Combat Team, which returned in April after 15 months in Iraq. The team includes operations, aviation and medical task forces that are to be ready to deploy at home or overseas within 48 hours, with units specializing in chemical decontamination, bomb disposal, emergency care and logistics.

The one-year domestic mission, however, does not replace the brigade’s next scheduled combat deployment in 2010. The brigade may get additional time in the United States to rest and regroup, compared with other combat units, but it may also face more training and operational requirements depending on its homeland security assignments.

Renuart said the Pentagon is accounting for the strain of fighting two wars, and the need for troops to spend time with their families. “We want to make sure the parameters are right for Iraq and Afghanistan,” he said. The 1st Brigade’s soldiers “will have some very aggressive training, but will also be home for much of that.”

Although some Pentagon leaders initially expected to build the next two response units around combat teams, they are likely to be drawn mainly from reserves and the National Guard, such as the 218th Maneuver Enhancement Brigade from South Carolina, which returned in May after more than a year in Afghanistan.

Now that Pentagon strategy gives new priority to homeland security and calls for heavier reliance on the Guard and reserves, McHale said, Washington has to figure out how to pay for it.

“It’s one thing to decide upon a course of action, and it’s something else to make it happen,” he said. “It’s time to put our money where our mouth is.”

Defense Secretary Robert Gates has announced an effort to increase the militarization of higher education.
While there is an ongoing discussion about what shape the military-industrial complex will take under an Obama presidency, what is often left out of this analysis is the intrusion of the military into higher education. One example of the increasingly intensified and expansive symbiosis between the military-industrial complex and academia was on full display when Robert Gates, the secretary of defense, announced the creation of what he calls a new “Minerva Consortium,” ironically named after the goddess of wisdom, whose purpose is to fund various universities to “carry out social-sciences research relevant to national security.”(1) Gates’s desire to turn universities into militarized knowledge factories producing knowledge, research and personnel in the interest of the Homeland (In)Security State should be of special concern for intellectuals, artists, academics and others who believe that the university should oppose such interests and alignments. At the very least, the emerg ence of the Minerva Consortium raises a larger set of concerns about the ongoing militarization of higher education in the United States.
In a post-9/11 world, with its all-embracing war on terror and a culture of fear, the increasing spread of the discourse and values of militarization throughout the social order is intensifying the shift from the promise of a liberal democracy to the reality of a militarized society. Militarization suggests more than simply a militaristic ideal – with its celebration of war as the truest measure of the health of the nation and the soldier-warrior as the most noble expression of the merging of masculinity and unquestioning patriotism – but an intensification and expansion of the underlying values, practices, ideologies, social relations and cultural representations associated with military culture. What appears new about the amplified militarization of the post-9/11 world is that it has become normalized, serving as a powerful educational force that shapes our lives, memories and daily experiences. As an educational force, military power produces identities, goods, institutions, knowledge, modes of communication and affective investments – in short, it now bears down on all aspects of social life and the social order. As Michael Geyer points out, what is distinctive about the militarization of the social order is that civil society not only “organizes itself for the production of violence,”(2) but increasingly spurs a gradual erosion of civil liberties. Military power and policies are expanded to address not only matters of defense and security, but also problems associated with the entire health and social life of the nation, which are now measured by military spending, discipline and loyalty, as well as hierarchical modes of authority.
As citizens increasingly assume the roles of informer, soldier and consumer willing to enlist in or be conscripted by the totalizing war on terror, we see the very idea of the university as a site of critical thinking, public service and socially responsible research being usurped by a manic jingoism and a market-driven fundamentalism that enshrine the entrepreneurial spirit and military aggression as means to dominate and control society. This should not surprise us, since, as William G. Martin, a professor of sociology at Binghamton University, indicates, “universities, colleges and schools have been targeted precisely because they are charged with both socializing youth and producing knowledge of peoples and cultures beyond the borders of Anglo-America.”(3) But rather than be lulled into complacency by the insidious spread of corporate and military power, we need to be prepared to reclaim institutions such as the university that have historically served as vital democratic spheres protecting and serving the interests of social justice and equality. What I want to suggest is that such a struggle is not only political, but also pedagogical in nature.
Over 17 million students pass through the hallowed halls of academe, and it is crucial that they be educated in ways that enable them to recognize creeping militarization and its effects throughout American society, particularly in terms of how these effects threaten “democratic government at home just as they menace the independence and sovereignty of other countries.”(4) But students must also recognize how such anti-democratic forces work in attempting to dismantle the university itself as a place to learn how to think critically and participate in public debate and civic engagement.(5) In part, this means giving them the tools to fight for the demilitarization of knowledge on college campuses – to resist complicity with the production of knowledge, information and technologies in classrooms and research labs that contribute to militarized goals and violence.
Even so, there is more at stake than simply educating students to be alert to the dangers of militarization and the way in which it is redefining the very mission of higher education. Chalmers Johnson, in his continuing critique of the threat that the politics of empire presents to democracy at home and abroad, argues that if the United States is not to degenerate into a military dictatorship, in spite of Obama’s election, a grass-roots movement will have to occupy center stage in opposing militarization, government secrecy and imperial power, while reclaiming the basic principles of democracy.(6) Such a task may seem daunting, but there is a crucial need for faculty, students, administrators and concerned citizens to develop alliances for long-term organizations and social movements to resist the growing ties among higher education, on the one hand, and the armed forces, intelligence agencies and war industries on the other – ties that play a crucial role in reproducing mili tarized knowledge.
Opposing militarization as part of a broader pedagogical strategy in and out of the classroom also raises the question of what kinds of competencies, skills and knowledge might be crucial to such a task. One possibility is to develop critical educational theories and practices that define the space of learning not only through the critical consumption of knowledge but also through its production for peaceful and socially just ends. In the fight against militarization and “armed intellectuals,” educators need a language of critique, but they also need a language that embraces a sense of hope and collective struggle. This means elaborating the meaning of politics through a concerted effort to expand the space of politics by reclaiming “the public character of spaces, relations, and institutions regarded as private” on the other.(7) We live at a time when matters of life and death are central to political governance. While registering the shift in power toward the large-scale pr oduction of death, disposability and exclusion, a new understanding of the meaning and purpose of higher education must also point to notions of agency, power and responsibility that operate in the service of life, democratic struggles and the expansion of human rights.
Finally, if higher education is to come to grips with the multilayered pathologies produced by militarization, it will have to rethink not merely the space of the university as a democratic public sphere, but also the global space in which intellectuals, educators, students, artists, labor unions and other social actors and movements can form transnational alliances to oppose the death-dealing ideology of militarization and its effects on the world – including violence, pollution, massive poverty, racism, the arms trade, growth of privatized armies, civil conflict, child slavery and the ongoing wars in Iraq and Afghanistan. As the Bush regime comes to an end, it is time for educators and students to take a stand and develop global organizations that can be mobilized in the effort to supplant a culture of war with a culture of peace, whose elemental principles must be grounded in relations of economic, political, cultural and social democracy and the desire to sustain human life.
